Four provincial government leaders are about to become “full-fledged” officials and the people’s congress of Zhejiang has already listed the election of governors on its agenda.
As various provinces across the country enter the “provincial two sessions” period, several newly appointed provincial government leaders will be “deputized to turn positive”.
Currently, there are four acting heads of provincial governments in China, namely, Gainezhaodeng, the acting governor of Tibet Autonomous Region, Liu Jie, the acting governor of Zhejiang Province, Li Dianhong, the acting governor of Hubei Province, and Luo Dongchuan, the acting governor of Qinghai Province.
Gainezhaodeng is a male of Tibetan ethnicity, born in December 1967. He holds a master’s degree and is a member of the 20th CPC Central Committee. He has served as the deputy secretary-general of the Tibet Autonomous Region government, the deputy director of the Tourism Development Committee, and the director of the Civil Affairs Department. In 2024, he was appointed as the deputy secretary of the CPC Tibet Autonomous Region Committee and the executive vice chairman of the regional government. On November 28th of the same year, it was decided that Gainezhaodeng would act as the president of the Tibet Autonomous Region government and be reported to the Tibet Autonomous Region for approval by its Twelfth People’s Congress. At the same time, it was decided to accept the resignation of Yan Jinhai as the president of the Tibet Autonomous Region government and report it to its Twelfth People’s Congress for approval.
Liu Jie was born in January 1970 in Jiangsu Province and joined the Communist Party in December 1996. He has a doctor’s degree in engineering and is a senior engineer. He has served as an assistant general manager and general manager of a steel company before being appointed as the director of Hunan Provincial Department of Commerce in 2008. Later, he served as the deputy secretary of Xinyu Municipal Party Committee and mayor before becoming secretary of Xinyu Municipal Party Committee in 2013. In 2016, Liu Jie was appointed as deputy secretary-general of Jiangxi Provincial Party Committee (equivalent to departmental level) and became the youngest member of the Provincial Party Committee at that time when he was elected as a member of Jiangxi Provincial Party Committee at the same year. In 2018, Liu Jie went to Guizhou and served as secretary of its Provincial Party Committee. In December 2024, he was appointed as secretary of Zhejiang Provincial Party Committee and secretary of its Provincial Government while concurrently holding concurrent posts such as member of Provincial Party Leadership Group on Organization. On December 18th that year, after deliberation and voting by the Standing Committee of Zhejiang Provincial People’s Congress, it was decided that Liu Jie would act as governor of Zhejiang Province after Wang Hao resigned from his position as governor. Notably, the Third Session of Zhejiang Provincial People’s Congress is scheduled to be held on January 14-17 in Hangzhou. The meeting agenda includes election for governor of Zhejiang Province.
Li Dianhong is a male born in November 1967 in Shangcai County, Henan Province. He holds bachelor’s degrees in history and law and has worked since 1991 after joining the Communist Party in June 1994. He has served in Chongqing for many years before being appointed as vice governor of Hunan Province in 2019. Later, he became deputy secretary of Hunan Provincial Party Committee and recently transferred to Hubei Province as secretary of its Provincial Government and party group leader. The former governor Wang Zhonglin has now become secretary of Hubei Provincial Party Committee. On January 2nd this year, Hubei Provincial People’s Congress decided to appoint Li Dianhong as acting governor after Wang Zhonglin resigned from his position as governor.
Luo Dongchuan is a male born in October 1965 in Chongqing. He joined the Communist Party in June 1986 and began work in August of the same year with a Ph.D degree in law. He has served as a member of the Judicial Committee of Supreme Court before becoming director of Anti-Corruption Case Trial Office under Central Commission for Discipline Inspection in 2015. In recent years, he has served successively as member of Political Bureau Standing Committee for Fujian Province and deputy secretary for Fujian Provincial Government before being appointed as deputy secretary for Qinghai Provincial Government and acting governor this year after being appointed by Qinghai Provincial Party Committee and government leadership group on January 4th this year. At that meeting, it was also decided to accept Wu Xiaojun’s resignation from his position as governor of Qinghai Province and report it to Qinghai People’s Congress for archival filing purposes.
