Recently, the Shenzhen Housing and Construction Bureau and other organizations jointly announced the “Shenzhen Dream Sails” public welfare action plan. It is expected to provide over 10,000 living housing units in batches, offering a seven-day free stay to eligible graduates from all over the country. This initiative has received widespread praise.

Similar attempts have been carried out in other regions. As early as the end of 2023, Hangzhou launched the “Spring Rain Plan”, under which the Qinghe Hostel provides up to seven days of free accommodation to eligible young people coming to Hangzhou. The policies of Hangzhou and Shenzhen are practical, user-friendly, and can be regarded as examples of “small but beautiful” and down-to-earth policies for graduate employment services.

When a fresh graduate searches for a job in a new city, they need to interview and intern, and accommodation often accounts for a significant portion of their expenses. The “seven-day free accommodation” can effectively alleviate the financial burden on job seekers, allowing them to focus more on their job search and feel warmth and care in a strange city, enhancing their sense of belonging. From the perspective of urban development, this also helps to attract more outstanding talents.

In comparison, some cities’ employment policies seem comprehensive but lack specificity. Some local policy documents list a series of preferential measures, such as housing subsidies and entrepreneurship support funds, but the conditions for applying for these subsidies and funds are extremely stringent in practice.

If urban employment service policies are to be grounded, they must deeply understand the needs of fresh graduates. Relevant departments should communicate more with universities and enterprises, strengthen research and investigation, accurately grasp market demand and graduates’ employment demands, and formulate practical and effective policies. Only in this way can graduates feel the warmth and sincerity on the road to employment and entrepreneurship, and ultimately realize the common development of talents and cities.

Of course, to truly provide good employment services for graduates, relying on a few days of free accommodation is not enough. It is also necessary to build broader employment platforms that accurately match job requirements with professional skills, strengthen vocational training to improve talent professional quality, and optimize employment policies to create a fair employment environment.
