In 2024, Songjiang District focused on promoting high-quality development and building a new development paradigm. It deepened reforms to further comprehensively deepen reforms and promote the high-quality development of the G60 science and technology innovation corridor, achieving new achievements in the construction of a “science innovation, humanistic, ecological” modernized Songjiang. The report shows that Songjiang is expected to achieve a comparable increase of 1% in its regional GDP, with an expected local fiscal revenue of 20.46 billion yuan. The number of large-scale regulated industrial enterprises has reached 1718, ranking first in the city for three consecutive years. A total of 7 enterprises have been recognized as national “little giants” and 237 as city-level specialized and innovative enterprises, ranking third in the city in total. Two new listed companies have been added, and the number of listed companies ranks first in the city. Songjiang District has rebuilt its investment promotion and enterprise service system, with a new district investment promotion and business service center and district commercial development promotion center. The auction turnover of scientific and technological achievements in the G60 science and technology innovation corridor has exceeded 12 billion yuan. It is expected that the per capita disposable income will reach 74,300 yuan, with a year-on-year growth of 4%. A total of 22 government projects have been completed, involving a fund of 641 million yuan.
Over the past year, Songjiang District has focused on five aspects:
Firstly, the G60 science and technology innovation corridor, as a new source of productivity, has accelerated its cultivation and development. The technological innovation capability has been continuously enhanced, with Qiduo Caohejing Science and Technology Park being awarded the title of “national-level technology enterprise incubator”. The number of city-level high-tech transformation and application projects ranks among the top in the city, with four achievements winning national science and technology awards and 22 projects winning Shanghai science and technology awards. The transformation and upgrading of industries has accelerated, with Songjiang District’s approval of industrial equipment renewal and transformation loan projects ranking first in the city. The “G60 Star Chain” three batches of satellites have been launched into orbit. It has been awarded the pilot project for the national small and medium-sized enterprise digital transformation city. The industrial ecological advantage has been quickly constructed. The experience of Mahao whole-area land comprehensive remediation pilot project was recognized as one of the first batch of promotion cases nationwide. The first virtual power plant has started construction. Songjiang has established 18 new academician expert workstations and completed the fifth national economic census mission with high quality.
Secondly, to comprehensively deepen reforms and open up to inject new impetus into high-quality development. Key areas of reform have collaborated to leverage efforts. Songjiang has invigorated low-efficiency land use by state-owned enterprises by activating 21 plots and 10,000 square meters of buildings for use. It launched four new cross-departmental regulatory applications in key industries. Business environment reforms have continued to advance. The comprehensive completion of 132 reform tasks in optimizing the business environment version 7.0 has been achieved. Songjiang established a service package mechanism for key enterprises, establishing 18 high-level service teams for key enterprises; opened a “37733773 enterprise complaint hotline”. Open cooperation has continued to yield results with the successful implementation of the first cross-border e-commerce overseas warehouse export tax refund business, with an expected foreign capital inflow of US$530 million; Songjiang has newly certified two multinational corporate headquarters and ranked second in terms of AEO enterprise numbers in the city.
Thirdly, the construction of Songjiang New City has fully launched into upgrading its functionality.
