Anti-corruption feature film: Tang Yijun actually controls a company through his wife and covers up corruption with market activities

On January 7th, the third episode of the anti-corruption TV documentary “Fighting Corruption for the People”, titled “Unmasking Corruption,” introduced the case of Tang Yijun, the former secretary of the Party Leadership Group and chairman of the Jiangxi Provincial Political Consultative Conference. Tang Yijun悔恨ed in the program: “Looking at what I have done, I really have no face to face it and cannot hold my shame.”

Tang Yijun, who previously served as the deputy secretary of Liaoning Provincial Party Committee and governor, the secretary of the Party Leadership Group of the Ministry of Justice, and the secretary of the Party Leadership Group of Jiangxi Provincial Political Consultative Conference, was investigated in April 2024. The investigation found that his prominent feature of violating discipline and law was to use his wife’s company to cover up corruption through market activities.

According to the staff of the Central Commission for Discipline Inspection and State Supervision Commission, this case is a typical example of utilizing “one family, two systems” to engage in new and hidden types of corruption. Tang Yijun’s wife runs 34 companies, including 15 companies established after the 18th National Congress of the Communist Party of China. These bribes were mainly received through false market behavior such as obtaining original shares and listing gains. These actions look legitimate on the surface but are actually power-money transactions under the guise of market behavior.

Tang Yijun’s wife, Xuan Minjie, has worked in financial and financial fields for many years and served as a senior manager in a state-owned enterprise. When she went into business in 2005, many business owners actively sought her cooperation. The reason behind this was obvious.

Xuan Minjie admitted that these business owners would use very legitimate means such as investment and cooperation to approach her because they see her as a powerful figure who could get help from Tang Yijun behind her. She not only passed their requests to Tang Yijun but also introduced some people to him.

The first gold mine Xuan Minjie earned after entering business was relying on Tang Yijun’s power. At that time, Tang Yijun served as a deputy secretary of Ningbo Municipal Party Committee, and an enterprise cooperated with Xuan Minjie’s company to develop a real estate project. The so-called cooperation meant that Xuan Minjie did not need to invest any money but only needed to ask Tang Yijun to make phone calls to relevant departments to help obtain construction land indicators for the project. After successfully helping with the matter, Xuan Minjie’s company claimed to withdraw from the project and used equity as a guise to obtain more than 5 million yuan in profits. The zero investment brought huge profits, which made Tang Yijun and his wife realize the sweetness of power.

Tang Yijun said that he had been working away from home for a long time and felt a sense of guilt about his family, so he acquiesced when his wife’s business just started and needed investment.

Xuan Minjie admitted that she was willing to be hunted by others. She knew their intentions but deceived herself and others. Since the 18th National Congress of the Communist Party of China, the Party Central Committee has continued to promote standardizing the behavior of leading cadres’ spouses, children, and their spouses’ business operations. The Central Office of the Communist Party of China has specifically issued the “Regulations on the Management of Business Operations by Spouses, Children, and Spouses of Leading Cadres” and formulated explicit prohibitions. However, Tang Yijun chose to ignore these regulations by making selections, adapting to changes, and taking discounts in implementation. He knew that his wife controlled multiple companies but did not declare or rectify them as required but instead concealed them with various means while both of them went further and further away from the correct path.

Xuan Minjie said that they both knew that they were not loyal and candid towards the organization during申报when申报 their invisible holdings or those held by others through others were not reflected in their business registration or ultimate beneficiaries穿透到最后没有发现我的名字。

Tang Yijun hid behind Xuan Minjie, while Xuan Minjie hid behind multiple surrogates controlling multiple shadow companies, which brought great difficulties to the investigation work. However, the development of big data technology provided a new powerful weapon to penetrate through barriers. In Tang Yijun’s case, the task force used big data methods to further search based on the informant clues they had obtained, discovering more shadow companies, surrogate suspects, and bribe takers related to Xuan Minjie.
