Public Security Department: more than 1.3 million law enforcement recorders are equipped for frontline police to regulate on-site law enforcement
The Ministry of Public Security has further deepened reforms in the Law Enforcement Qualifying Examination System. Currently, 1.922 million active police officers nationwide have obtained basic-level law enforcement qualifications.
On January 6th, The Paper reported that the Ministry of Public Security has disclosed that since 2024, the department has deployed law enforcement agencies nationwide to continuously improve law enforcement supervision and management mechanisms, promote the construction of a complete law enforcement normative system, enhance the quality and efficiency of the law enforcement case management center, and strengthen law enforcement capacity building. The level of法治化 in public security work has been continuously improved.
According to reports, in order to further meet the needs of comprehensively deepening reforms and social-economic development, public security agencies have continued to promote legislation in related fields and strive to build a complete normative system for law enforcement. In 2024, based on its dual functions of criminal justice and administrative law enforcement, the public security机关 will continue to promote revisions to key legislative projects such as the Law on Public Security Administration Penalties, the Law on Exit and Entry Administration, the Road Traffic Safety Act, and the Regulations on the Management of Video Image Information Systems in Public Places. At the same time, the Ministry of Public Security, together with the Supreme Law Court and the Supreme People’s Procuratorate, has issued guidance for the punishment of criminal and illegal acts committed inside aircraft during use, and formulated documents such as regulations on the freezing of funds in criminal cases to further improve relevant law enforcement standards and operational guidelines. Local law enforcement agencies have also combined with their actual work to promote local legislation and issued relevant law enforcement guides to provide precise and professional legal service guarantees for law enforcement.
“Public security agencies strictly implement the deployment requirements of the reform of the law enforcement and judicial power operation mechanism, and continue to improve the law enforcement supervision and management mechanism.” According to reports, in terms of receiving and handling reports and cases, public security agencies have deepened reforms in accepting and filing cases, further improved the work of receiving reports and handling cases, implemented system requirements such as “three on-the-spot” for receiving reports (registering complaints on the spot, accepting evidence materials on the spot, and issuing a receipt for receiving reports and informing ways and means to inquire about case progress), the first-contact responsibility system, dynamic clearance of case-related police alerts, and standardized setting of places for receiving reports. In terms of on-site law enforcement, more than 1.3 million law enforcement recorders have been equipped for frontline police officers to record the entire process on site and standardize on-site law enforcement activities.
“The construction of the law enforcement case management center is an innovative measure taken by public security agencies to further promote the standardization of law enforcement and enhance public trust in law enforcement.” The Ministry of Public Security introduced that in accordance with the principles of “safety, standardization, industrialization, intelligence, and efficiency,” the law enforcement case management center has standardized setting of areas such as registration entry, security checks, inquiry (interrogation) functions, achieved full video surveillance coverage, strictly implemented requirements such as全程 recording of interrogations of suspects, legal review of cases, and statutory time limits for handling cases. This has effectively improved police officers’ awareness of law and the standardization level of their law enforcement behavior, effectively guaranteed the personal and property safety of suspects, and improved the efficiency of law enforcement. So far, more than 3,000 law enforcement case management centers at the city and county levels have been established nationwide.
It is worth mentioning that relying on the law enforcement case management center, public security agencies will also work with people’s courts, people’s procuratorates, judicial administrative organs, and other departments to improve the mechanism for handling minor criminal cases quickly and jointly promote the construction and application of speedycourt trials, which has effectively improved judicial efficiency. At the same time, public security agencies at all levels continue to improve the law enforcement training model that combines legal requirements with practical applications, promote daily, institutionalized, and practical law enforcement training, organize “textbook” law enforcement training, and comprehensively enhance police officers’ professional thinking, professional quality, and professional ability.
In addition, the Ministry of Public Security has further deepened reforms in the Law Enforcement Qualifying Examination System. Up until now, 1.922 million active police officers nationwide have obtained basic-level law enforcement qualifications, while 65,000 have obtained advanced-level qualifications. The legal literacy and law enforcement capabilities of police officers have been effectively improved.
