The number of “post-80s” city mayors rose to nine.
Chen Jinluan, who is proposed as the candidate for the mayor of a prefecture-level city and currently serves as the deputy secretary of the Meizhou Municipal Party Committee and secretary of the Meijiang District Party committee in Guangdong, has been appointed as the acting mayor of Qingyuan, Guangdong.
According to the Southern Plus client on January 3rd, the 35th meeting of the Eighth People’s Congress Standing Committee of Qingyuan City was held. The meeting passed a resolution to accept Wen Wensheng’s resignation as the mayor of Qingyuan People’s Government. The meeting also decided by voting to appoint Chen Jinluan as the deputy mayor of Qingyuan People’s Government and act as the mayor of Qingyuan People’s Government.
Chen Jinluan is a male member of the Han nationality born in March 1981 in Dehua, Fujian Province. He holds a Ph.D degree in engineering and is a member of the Communist Party of China. Chen Jinluan graduated from Tongji University with a degree in Environmental Engineering in July 2003 and then pursued his master’s and doctoral degrees at Tsinghua University in Environmental Science and Engineering. After graduating with his Ph.D in 2008, he served as an assistant researcher at Tsinghua University while also holding the position of Deputy Director of Environmental Protection Bureau in Zhaoqing from July 2008 to November 2009 on an acting capacity.
After his acting term ended, Chen Jinluan continued to serve as Deputy Director and Chief Engineer of the Zhaoqing Environmental Protection Bureau, was promoted to Director in 2013, and then served as Secretary and Director of the Zhaoqing Environmental Protection Party Leadership Group two years later. In 2018, Chen Jinluan served as a member of the Party Leadership Group and Deputy Director of Guangdong Provincial Ecology and Environment Department before being transferred to Meizhou as a member of the Standing Committee of the Municipal Party Committee, Executive Vice Mayor, and Secretary of Meijiang District Party Committee in 2021. In December 2024, Chen Jinluan was proposed as a candidate for the mayor of a prefecture-level city by Guangdong Provincial Party Organization Department. With Chen Jinluan’s appointment, the number of “post-80s” municipal government leaders has risen to nine. The other eight are Liu Kai, mayor of Jiyuan City in Gansu Province; Wang Xiaopei, mayor of Ezhou City in Hubei Province; Chen Kai, mayor of Karamay City in Xinjiang; Li Ke, mayor of Hebi City in Henan Province; Wu Zetong, acting mayor of Zhuhai City in Guangdong Province; Liu Junyi, acting mayor of Datong City in Shanxi Province; Wang Yaqing, acting mayor of Yingtan City in Jiangxi Province; and Qin Bo, acting mayor of Heihe City in Heilongjiang Province. In addition, The South Morning Post noted that several “post-80s” cadres are also serving as heads of district governments in Beijing, Tianjin, Shanghai, and Chongqing. These include Liang Shuang, district head of Huairou District in Beijing and acting district head Liu Xiaodong in Changping District, Guo Kangwei, district head of Baodi District in Tianjin, Lei Lei district head of Jing’an District in Shanghai and Fu Jiakang, acting district head of Nanchuan District in Chongqing.
