How to rectify the chaos and improve the rules when the public parking spaces in residential areas are occupied in violation of regulations?

Recently, some Shanghai citizens reported that some residents in a neighborhood in Daqiao Street, Yangpu District, have illegally occupied public parking spaces in underground garages with objects, which has infringed on the rights of other residents. The citizens hope that the relevant management department can verify and address the issue to create a harmonious parking environment for residents.

In response, the Urban Transportation Center of Daqiao Street said that after learning of the situation, they immediately activated the joint operation and response mechanism and dispatched staff to conduct a field investigation along with the property management company and neighborhood committee. In the areas where citizens have reported public parking spaces being occupied, the staff found that some owners have forcibly occupied public parking spaces by stacking objects or setting barriers.

Through further communication with residents, the staff learned that although there is a sufficient amount of public parking spaces in the underground garage, some owners still choose to “occupy” the closest parking spaces for convenience. This behavior not only breaks the principle of “equal access for everyone” and causes neighbor disputes, but also increases the risk of debris being stacked and accidentally scratching other vehicles.

To eliminate illegal garage behavior, the Urban Transportation Center has led a joint task force consisting of administrative law enforcement teams, community police, property management companies, neighborhood committees, and homeowner committees to jointly rectify the disorderly occupation of parking spaces. Responsible personnel from relevant units have convened a working coordination meeting to discuss solutions to the problem of “private occupation of parking spaces” in the community and deploy subsequent actions.

During the rectification period, staff members have migrated and stored objects that cannot be contacted with the owners on site, and established contact by posting notice sheets at the original location, requiring them to be cleared within a limited time. In the later stage, staff members will cooperate with each other to actively carry out standardized parking education in the community to avoid further human-made obstructions.

To fundamentally eliminate private occupation of public parking spaces and cultivate residents’ compliance with laws and regulations, the community’s neighborhood committee, property management company, and homeowner committee have taken the initiative to discuss with resident representatives. Currently, they are improving relevant parking regulations in the community. Relevant departments will also increase patrols and crackdowns on illegal occupation behavior in the future and carry out comprehensive rectification actions at certain frequencies.
