The investigation is on against Zhou Jiabin, deputy director of the Guangxi Autonomous Region People’s Congress Standing Committee and Party secretary of Guilin Municipal Committee.
On December 28th, the website of the Central Commission for Discipline Inspection and National Supervisory Committee reported that Zhou Jiabin, member of the Party Leadership Group and deputy director of the Standing Committee of the Guangxi Zhuang Autonomous Region People’s Congress, as well as the Party secretary of Guilin City, was suspected of serious disciplinary violations and was currently undergoing disciplinary review and investigation by the Central Commission for Discipline Inspection and National Supervisory Committee.
Public information shows that Zhou Jiabin is a male, Han nationality, born in September 1964 in Zhuancheng, Shandong Province. He joined the Communist Party in May 1986, began working in August 1988, and graduated from the College of Engineering Technology of China University of Geosciences with a degree in engineering. He holds a Ph.D. in engineering and is a professor-level senior architect and urban planner.
After graduating from the Department of Architecture at Tsinghua University, Zhou Jiabin worked at various units including Diaoyutai State Guest Hotel of the Ministry of Foreign Affairs, China Interior Architects Association, Beijing波尔Biological Sciences Research Institute, Beijing Modern Applied Sciences Research Institute, China Architecture Institute, and Information Center of the State Council Development Research Center. He went to Guangxi on a temporary post in 2006 and served as the deputy director of the Guangxi Zhuang Autonomous Region Construction Department from the same year.
After completing his temporary post, Zhou Jiabin officially served as the deputy director of the Autonomous Region Construction Department in July 2008. In September of the same year, he transferred to Nanning as the deputy mayor. He then served as the member of the Standing Committee and executive vice mayor of Nanning City, and later as the deputy secretary of Beihai City and mayor.
In February 2015, Zhou Jiabin became the deputy secretary and mayor of Guilin City, and later transferred to head of the Autonomous Region Housing and Urban-Rural Development Department in 2017. In February 2021, he returned to Guilin to serve as the city secretary.
In January 2023, Zhou Jiabin was elected as a member of the Standing Committee of Guangxi Zhuang Autonomous Region People’s Congress and became a sub-departmental level cadre. He continued to serve concurrently as secretary of Guilin City Party Committee until his recent disclosure of an investigation.
Before being publicly announced under investigation, Zhou Jiabin participated in research activities in Diecai, Yanshan, and Lingui as the deputy director of the Autonomous Region People’s Congress and secretary of Guilin City Party Committee on December 17th.
Including Zhou Jiabin, there have been a total of 58 central-level officials publicly investigated by the Central Commission for Discipline Inspection and National Supervisory Committee this year.
