According to public information, Li Ming, a male born in May 1986, is of Han ethnicity and is a member of the Communist Party of China with a graduate-level education.
Li Ming has held various positions including project revenue manager in the Commodity Revenue Management Section of the Planning and Control Department at FAW Car Co., Ltd., leader of the financial planning group in the Mazda Business Section, and leader of the independent cost control team in the Cost Control Department. He was the Minister of the Organizational Department of the Youth League Committee at China FAW Group Corporation, Deputy Secretary of the Youth League Committee, and Director of the Party Building Work Department, as well as Deputy Secretary of the Jilin Provincial Committee of the Communist Youth League.
In October 2023, Li Ming was appointed as the Vice Mayor of Liaoyuan City. The official website of the Liaoyuan City Government indicates that he assists the mayor in overseeing responsibilities related to industry and information technology, natural resources, ecological environment, transportation, national defense mobilization (civil defense), and the Southern New City, among other areas.
