Nanjing issues the first warning ticket for “unsealed food delivery”

In response to a delivery service not using security seals, the Market Supervision Administration of the Qinhuai District in Nanjing recently issued an immediate penalty decision, ordering rectification and issuing a warning. This marks the first warning fine issued by the Nanjing market regulatory authorities to a delivery vendor for not using “food safety seals.”

According to the WeChat public account “Nanjing Market Supervision,” a volunteer delivery rider named Lin Xi (pseudonym) from the Qinhuai District Food Safety Volunteer Service Team “Qin Pioneer” discovered that a particular restaurant was not using security seals during his delivery. After attempting to educate the vendor about the regulations without success, Lin Xi took out his phone and uploaded relevant information through the “Ning Food Safety” mini-program’s food safety interaction module.

Upon receiving this tip-off, the Qinhuai District Market Supervision Administration promptly dispatched enforcement officers to conduct an investigation. On-site inspections revealed that the restaurant had not used seals or packaging materials with sealing functions for food intended for direct consumption during delivery.

Enforcement officers issued an on-site penalty decision based on Article 76 of the Jiangsu Province Food Safety Regulations, ordering the restaurant to rectify the situation and issuing a warning. They also guided the vendor on strictly adhering to the regulations regarding seal usage to prevent potential food safety risks during delivery.

This serves as the first warning fine given by the Nanjing market regulatory authorities to a delivery vendor for not employing “food safety seals.” According to the local standard established and released by the Nanjing Market Supervision Administration, “food safety seals” are defined as disposable packaging designed to ensure food safety during the delivery process, preventing the outer packaging of delivered meals from being tampered with or accidentally damaged. These seals mainly include fragile adhesive labels made of paper, one-way plastic seals, sealing tape, and other types of materials.

“Food safety seals” have the following characteristics: single-use, easy to damage after opening, and irreparable once destroyed.

Relevant departments remind that “food safety seals” are an effective measure to ensure consumer food safety, and delivery vendors should actively comply. Additionally, according to the Jiangsu Province Food Safety Regulations, if food operators fail to use seals or packaging materials with sealing functionality for food intended for direct consumption during delivery, the food safety supervision and management department will order rectification and issue a warning. If they refuse to rectify, they may face fines ranging from 200 to 500 yuan.
