Several provincial party committee members born in the 1970s have taken up new positions this month, with one already appointed as the secretary of the provincial government party group.

Recently, several provincial party committees across various provinces in China have undergone adjustments, with multiple “post-70s” officials taking on new roles.

According to earlier reports from The Paper, Liu Jie, born in January 1970 and the former Deputy Secretary of the Zhejiang Provincial Committee, has been appointed as the Secretary of the Party Leadership Group of the Zhejiang Provincial Government. Liu Jie has a long-standing career in the steel industry, previously serving as an assistant to the general manager, deputy general manager, and general manager at Xiangtan Iron and Steel Group. In 2008, he became the Director of the Hunan Provincial Department of Commerce. In 2011, he was transferred to serve as the Deputy Secretary and then Mayor of the Xinyu Municipal Committee in Jiangxi, and he was promoted to Secretary of the Municipal Committee in 2013.

In September 2016, Liu Jie became the Deputy Secretary-General of the Jiangxi Provincial Committee and was elected as a member of the Provincial Standing Committee in November of the same year, making him the first “post-70s” provincial party committee member in the country. He also served as the Secretary-General of the Provincial Committee. In 2018, Liu Jie moved to Guizhou, taking on the roles of a member of the Provincial Standing Committee and Secretary-General. In July 2020, he added another role as the Minister of the Organization Department while stepping down as Secretary-General.

In December 2021, Liu Jie made another interprovincial move, becoming a member of the Standing Committee of the Zhejiang Provincial Committee and Secretary of the Hangzhou Municipal Committee. Starting from October 2023, he has served as the Deputy Secretary of the Zhejiang Provincial Committee and Secretary of the Hangzhou Municipal Committee. He is also an alternate member of the 20th Central Committee.

According to the Qinhai Daily, on December 13, Wu Xiaojun, the Deputy Secretary of the Qinghai Provincial Committee and Governor, conducted research in Haidong City. Zhang Jingang, a member of the Provincial Standing Committee and Deputy Secretary of the Provincial Government, as well as Urazibek Resulikhan, the Secretary of the Haidong Municipal Committee, participated in the research. The report indicates that Zhang Jingang has been appointed as a member of the Qinghai Provincial Standing Committee and Deputy Secretary of the Provincial Government.

Born in April 1970, Zhang Jingang holds a doctorate in engineering and has worked long-term in state-owned enterprises. He served as the Deputy Governor of Gansu Province in March 2021 and was appointed to the Standing Committee of the Gansu Provincial Committee and Deputy Governor in May 2022, until this recent move to Qinghai.

On the morning of December 14, the “Anhui Pioneer” WeChat public account announced that the Central Committee has approved Comrade Sun Hongmei as a member and senior official of the Anhui Provincial Committee. Sun Hongmei, born in January 1970, is a female official who has worked in Inner Mongolia and Xinjiang for many years. She previously served as the Executive Deputy Director of the Organization Department of the Inner Mongolia Autonomous Region and was transferred to become the Vice Chairperson of the People’s Government of the Xinjiang Uygur Autonomous Region in September 2020.

Earlier this month, Zhou Hongbo, born in October 1970, was appointed to the Standing Committee of the Jiangsu Provincial Committee and Secretary of the Nanjing Municipal Committee after moving from his previous positions as a member of the Standing Committee of the Hainan Provincial Committee and Secretary of the Sanya Municipal Committee.

Zhou Hongbo has worked long time in Guangxi, where he held positions such as Deputy Mayor of Nanning, a member of the Standing Committee and Secretary-General of the Nanning Municipal Committee, Deputy Secretary of the Nanning Municipal Committee, Secretary of the Binyang County Committee, and Mayor of Nanning. In March 2020, he was promoted to Vice Chairman of the Government of Guangxi Zhuang Autonomous Region while concurrently serving as Mayor of Nanning. In early 2021, he became a member of the Hainan Provincial Standing Committee, Secretary of the Sanya Municipal Committee, until his recent transfer.

Earlier this month, He Luchun, born in April 1971 and the Deputy Governor of Qinghai, was appointed to the Standing Committee of the Qinghai Provincial Committee and Secretary of the Political and Legal Affairs Commission. He Luchun has worked in Hunan, Guangxi, and Qinghai provinces. In December 2019, he transferred from Hunan to serve as the Deputy Secretary and Vice Mayor of the Guigang Municipal Committee in Guangxi, taking on the role of Mayor in January the following year. In February 2021, he became the Secretary of the Guigang Municipal Committee, and in January 2023, he made another interprovincial move to become the Deputy Governor of Qinghai.

Additionally, Zhou Liwei, born in October 1971, was also appointed this month as a member of the Shandong Provincial Standing Committee and Minister of the Organization Department. Zhou Liwei has held senior executive positions in two major central oil and petrochemical enterprises and was appointed as a Deputy General Manager and Party Leadership Group member of China National Offshore Oil Corporation in April 2021. In February 2022, he also took on the role of Secretary and Chairman of China National Offshore Oil Refining Co., Ltd. In January 2023, he was appointed as the Deputy Governor of Shandong Province.
