Five departments have issued opinions to strengthen human resource services to support the high-quality development of the manufacturing industry.

The manufacturing industry is the backbone of the national economy and an important vehicle for job creation and the development and utilization of human resources.

According to a news release from the Ministry of Human Resources and Social Security on December 11, the Ministry, along with the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Commerce, and the All-China Federation of Industry and Commerce, has issued the “Opinions on Strengthening Human Resource Services to Support High-Quality Development of the Manufacturing Industry” (hereinafter referred to as the “Opinions”). This aims to promote the integrated development of human resource services and the manufacturing industry, better support the construction of a modern industrial system, and actively promote high-quality and full employment.

According to information from the Ministry of Human Resources and Social Security, by the end of 2023, there were 69,900 various human resource service agencies across the country, which helped 300 million workers with employment, job selection, and mobility throughout the year. They provided recruitment and human resource management services to over 50 million employers, of which about 40% were manufacturing enterprises, effectively promoting the coordinated development of human resources and the real economy.

Background of the “Opinions”
The Ministry of Human Resources and Social Security stated that in recent years, the level of integrated development between the human resource service industry and the manufacturing industry has continuously improved. Human resource service agencies have provided various targeted services such as recruitment, skills training, capability assessment, labor adjustment, and flexible employment in key areas of the manufacturing industry. Many agencies have established long-term and stable strategic partnerships with manufacturing enterprises, forming a series of innovative practices and achieving positive results.

The Ministry emphasized that currently, the manufacturing industry is showing trends of high-end, intelligent, and green development. The effectiveness of the integration of modern services with advanced manufacturing is becoming increasingly evident, and the role of human resources in the development of the manufacturing industry is growing. There is a need for more targeted, precise, professional, and high-quality human resource services. The Ministry has widely solicited opinions from manufacturing enterprises, human resource service agencies, industry associations, experts, and relevant departments to formulate the “Opinions” to better meet the human resource service needs for high-quality development in the manufacturing industry.

What specific measures does the “Opinions” propose?
The Ministry of Human Resources and Social Security introduced that the “Opinions” adhere to a problem-oriented approach, focusing on the human resource service needs of the manufacturing industry, and proposes eight specific measures.

1. Improve the collaborative development mechanism for human resource services in the manufacturing sector, including conducting pilot projects for integrated development, forming various innovative consortiums, cultivating human resource service agencies focused on manufacturing, and creating service aggregation areas.

2. Support the recruitment and cultivation of high-end talent in advanced manufacturing, including establishing postdoctoral research stations or innovation practice bases, providing senior talent search services for major innovation platforms, and increasing the evaluation bias for professional titles in human resource management.

3. Strengthen recruitment and employment guarantees in the manufacturing industry, including promoting the construction of specialized industry talent markets, forming recruitment and employment consortiums, improving collaboration between eastern and western regions in human resource services, and enhancing supply-demand matching efficiency.

4. Conduct professional training for human resources in the manufacturing industry, including supporting participation in the construction of the skills ecological chain, compiling talent demand directories, building cross-enterprise training centers, and providing diverse pre-employment services.

5. Empower human resource management in the manufacturing industry, including developing consulting services for human resource management in manufacturing, encouraging manufacturing enterprises to express their human resource service needs, and promoting the use of artificial intelligence in human resource services.

6. Deepen human resource services for small and medium-sized enterprises in manufacturing, including guiding human resource service agencies to provide close services in manufacturing SME clusters, accelerating the development of digital human resource management, and improving full-chain services.

7. Innovate international human resource services for manufacturing, including conducting international exchanges and cooperation in the field of human resources, building international talent exchange markets, and creating platforms for the export of human resource services.

8. Optimize the human resource market environment in manufacturing, including implementing inclusive and prudent regulation, selecting innovative case studies, organizing brand service activities, and strengthening financial support.

What policy innovations are included in the “Opinions”?
The Ministry of Human Resources and Social Security stated that the “Opinions” is the first specialized document promoting the integration of the human resource service industry with the manufacturing industry, featuring several innovative measures in policy design and work arrangements, mainly reflected in four aspects.

1. Serve the major strategy of building a strong manufacturing nation by gathering human resource services to support high-quality development in manufacturing. High-quality development in manufacturing requires the human resource service industry to provide professional support more efficiently, enhancing policy coordination under the inter-ministerial joint meeting mechanism for service industry development, and promoting the synergy between human resources and the real economy.

2. Maintain a problem-oriented approach to address prominent contradictions that hinder development. In response to challenges such as difficulties in recruitment and retention in manufacturing, structural supply-demand contradictions, weak human resource management in small and medium-sized enterprises, and insufficient support for international human resource services, the Ministry aims to leverage the professional advantages of human resource service agencies to enhance the overall level of human resource services in manufacturing.

3. Focus on employment needs to enhance the employment synergy of the modern industrial system. The manufacturing industry is a crucial area for job absorption and human resource development. Optimizing human resource services to support high-quality development in manufacturing will strengthen the real economy and better drive reasonable growth in employment quantity and effective improvement in quality.

4. Address urgent needs for integrated development by proposing a series of innovative and targeted measures, such as conducting pilot projects for integrated development, supporting the formation of innovative consortiums and recruitment consortiums, increasing the evaluation bias for professional titles in human resource management, and promoting the use of artificial intelligence, thereby facilitating efficient collaboration between the human resource service industry and manufacturing.

The Ministry will strengthen coordination and cooperation to ensure the effective implementation of the “Opinions.”
The Ministry of Human Resources and Social Security pointed out that after the issuance of the “Opinions,” it will promote the content of the “Opinions,” increase policy awareness, and actively publicize the experiences and achievements of the integration of human resource services with the manufacturing industry to create a favorable atmosphere for implementing the “Opinions.”

Additionally, it will guide local human resource departments to strengthen scientific planning, refine support measures, focus on summarizing experiences, and promote their application to ensure the effective implementation of all measures outlined in the “Opinions.”

Furthermore, the Ministry will enhance collaboration with relevant departments, improve work mechanisms, and refine various support policies for deepening integrated development. It will implement the action plan for the innovative development of the human resource service industry, establish a unified and standardized human resource market system, provide high-quality human resource service support for manufacturing development, and play an active role in serving employment, talent, and development.
