Four forensic science funding data standards released: Promoting the transformation of “data” into “evidence.”
The public security authorities are continuously advancing the work of financial analysis and identification. On December 10, The Paper reported that the Ministry of Public Security recently announced that the Technical Supervision Committee of the Ministry has approved the release of four standards drafted by the Economic Crime Investigation Bureau, which will take effect on March 1, 2025.
The four standards are: “Forensic Science – Financial Data Acquisition Procedures” (GA/T 2158-2024), “Forensic Science – Financial Data Cleaning Procedures” (GA/T 2159-2024), “Forensic Science – Financial Data Inspection Procedures” (GA/T 2160-2024), and “Forensic Science – Financial Data Analysis Procedures for Illegal Fundraising Cases” (GA/T 2161-2024).
According to reports, in recent years, the Economic Crime Investigation Bureau of the Ministry of Public Security has organized national public security economic investigation departments to deeply carry out the “Financial Analysis as Evidence” initiative, which focuses on transforming financial analysis results into evidence. This has been achieved by establishing technical standards and standardizing work procedures to enhance financial analysis capabilities. The aim is to ensure that data sources are authentic and complete, that data cleaning and analysis methods are scientific and effective, and to promote the transformation of financial data analysis results from “data” to “evidence.” The application of financial analysis has extended from investigation to litigation and trial phases, and the use of financial analysis results has expanded from assisting investigations to serving as evidence in criminal proceedings.
The Ministry of Public Security stated that the national public security economic investigation departments will take the approval and release of these forensic science financial data standards as an opportunity to continuously establish and improve the standardized system, focus on enhancing the effectiveness of standardized governance, and persist in advancing financial analysis and identification work. This will accelerate the formation of a high-quality development pattern in public security economic investigation work, characterized by “leading practical operations with standards, protecting development with standards, and enhancing combat effectiveness with standards.”
