Several exchange officials from the three northeastern provinces traveled south for an inspection: Local officials from Zhejiang described the northeastern cities in this way.
This summer, at least ten officials from Jiangsu, Zhejiang, and Guangdong provinces collectively moved north to work in Liaoning, Jilin, and Heilongjiang. Recently, many of these cross-provincial exchange officials have returned south to their original provinces for exchanges and inspections.
From December 4 to 5, Zhu Huan, Secretary of the Party Working Committee of Meihekou City and Secretary of the Meihekou Municipal Committee in Jilin Province, along with Song Qinwei, Director of the Meihekou Management Committee and Mayor of Meihekou City, led a party and government delegation to conduct cooperative inspections in Lishui, Zhejiang.
Zhu Huan has worked for a long time in Zhejiang, previously serving as Vice Mayor of Ningbo City, and was transferred to Jilin Province as Secretary of the Party Working Committee of Meihekou City and Secretary of the Meihekou Municipal Committee at the end of June this year.
Although Lishui and Meihekou are separated by 2,300 kilometers, their cooperative relationship has closely connected the two regions since they became paired cities in 2017. According to the WeChat public account “Meihekou Release,” Zhu Huan highly praised Lishui’s development achievements. He emphasized the need to learn from Lishui’s development experience, placing innovation at the core of development, accelerating the establishment of a policy system that supports technological innovation, encouraging enterprises to increase R&D investment, and strengthening close cooperation with universities and research institutions to continuously enhance independent innovation capabilities. He also emphasized the importance of enhancing the protection and revitalization of historical and cultural resources in urban construction and management, improving the ability and level of protection for cultural relics and red heritage, and preserving and passing on cultural roots.
Earlier, Zhu Huan returned to his previous workplace in Ningbo. From December 2 to 3, he led a team to visit key enterprises and explore the night economy in Ningbo, accompanied by Tang Feifan, Deputy Secretary of the Ningbo Municipal Committee and Mayor. Song Qinwei also participated in the inspection.
According to “Meihekou Release,” as night fell, Sanjiangkou in Ningbo was bustling with activity. At the conference, two officials who were transferred from Guangdong to Heilongjiang were assigned important tasks. Among them, Guo Yuehua, Deputy Director of the Heilongjiang Provincial Department of Industry and Information Technology, delivered a keynote speech introducing the industrial development situation in Heilongjiang and interpreting the strategic background, significance, and main content of “opening to the north.” Guo Yuehua had worked in Guangdong for a long time, previously serving as Deputy Director of the Guangdong Provincial Development and Reform Commission, and moved to Heilongjiang in July this year.
Yang Shupeng, Deputy Mayor of Harbin City, who delivered a speech at the event, previously served as a member of the Party Leadership Group of the Guangdong Provincial Department of Industry and Information Technology and Director of the Provincial Small and Medium-sized Enterprises Bureau (Provincial Private Economic Development Service Bureau), and also moved to Heilongjiang in July this year.
