In his first week as the Secretary of the Nanjing Municipal Committee, Zhou Hongbo has shown particular concern for several key issues, notably “boosting the economy” and “ensuring safety.” According to the Nanjing Daily, on the morning of December 4, Zhou Hongbo, a member of the Jiangsu Provincial Committee and Secretary of the Nanjing Municipal Committee, chaired a special meeting to review the city’s economic work. He emphasized the need for all levels of the city to strengthen their confidence and determination, stay focused on their goals, boost morale, and work diligently to achieve the annual targets, thereby fulfilling the responsibilities of a major economic city and provincial capital.
After listening to reports from various economic departments and sector leaders regarding the push to meet annual targets, Zhou pointed out that economic work is the top priority among all tasks. He stated that “taking on the heavy responsibilities” is not only an economic obligation but also a political one. He urged a dialectical view of the current economic situation, reinforcing confidence and determination, and taking concrete actions to ensure a solid economic recovery.
Zhou stressed the importance of implementing a comprehensive set of incremental policies, focusing on the advancement and preparation of key projects, as well as the execution of new policies. He called for efforts to stabilize the industrial economy, increase industrial investment, optimize the investment structure, continuously expand effective input, and vigorously promote consumption recovery while stabilizing foreign trade and investment. He also highlighted the need to enhance investment attraction efforts, leverage major events for project recruitment, and improve service for project implementation to ensure precision in attracting projects. Furthermore, he emphasized the importance of key sectors, industries, and enterprises in supporting economic growth, urging rapid progress, filling gaps, and tapping potential. He called for enhanced enterprise visits and services to support key industries in expanding production, stabilizing orders, and exploring markets.
In the afternoon, Zhou conducted research on public safety and production safety at the Nanjing Municipal Public Security Bureau and the Emergency Management Bureau. He emphasized that high-level safety is essential for high-quality development and called for a deep understanding of General Secretary Xi Jinping’s important discourse on coordinating development and safety. He urged a focus on bottom-line thinking and extreme thinking to effectively resolve conflicts and disputes, prevent safety accidents, and stabilize risk control, thereby solidifying the safety foundation.
At the Public Security Bureau, Zhou stated that public security agencies should accelerate the establishment of a modern policing system suitable for provincial capitals and major cities, and cultivate new types of police combat capabilities. He stressed the importance of ensuring security for major events, holidays, and key locations, and addressing the root causes of conflicts while cracking down on crimes that affect the public’s interests, ensuring that citizens feel justice is within reach.
During his visit to the Emergency Management Bureau’s command center, Zhou emphasized the need for a sense of responsibility regarding safety production that is always present, as well as the execution capability to ensure that all risks and hidden dangers are thoroughly investigated. He called for tighter defenses in key areas and a solid foundation at the grassroots level, focusing on prevention and enhancing risk monitoring and early warning capabilities.
According to a news release from the Jiangsu Provincial Organization Department on December 1, the Central Committee of the Communist Party of China approved Zhou Hongbo’s appointment as a member of the Jiangsu Provincial Committee, a standing committee member, and Secretary of the Nanjing Municipal Committee, while Han Liming was relieved of his duties as a standing committee member and Secretary of the Nanjing Municipal Committee.
Zhou Hongbo, born in October 1970 in Guilin, Guangxi, graduated from Nanjing Agricultural University in 1992. He previously worked in Guangxi for a long time, holding various positions including Vice Mayor of Nanning, Standing Committee Member and Secretary-General of the Nanning Municipal Committee, Deputy Secretary of the Nanning Municipal Committee, Secretary of the Binjiang County Committee, and Mayor of Nanning. In March 2020, he was promoted to Vice Chairman of the Guangxi Zhuang Autonomous Region Government while continuing as Mayor of Nanning. In early 2021, he became a member of the Hainan Provincial Committee and Secretary of the Sanya Municipal Committee before his current appointment.
On December 2, the Nanjing Municipal Committee held an expanded meeting to deeply study General Secretary Xi Jinping’s important speeches and instructions regarding Jiangsu’s work, conveying the requirements of Provincial Party Secretary Xin Changxing from a meeting of city leaders. Zhou Hongbo presided over the meeting and delivered a speech.
The meeting emphasized the need to take on the mission of a provincial capital, major city, and central city, reinforcing confidence, boosting morale, and taking on heavy responsibilities to contribute to the overall development of the country and the province. It called for a commitment to reform and innovation, accelerating efforts in innovation, industry planning, reform promotion, and cultural and ecological development, while enhancing governance and benefiting people’s livelihoods to continuously push for breakthroughs in high-quality development. The meeting also stressed the importance of enhancing confidence and determination, focusing on achieving annual economic and social development tasks, and preparing for the conclusion of the 14th Five-Year Plan and the early stages of the 15th Five-Year Plan.
