Anti-corruption efforts continue unabated: Luo Zengbin, the Secretary of the Haikou Municipal Committee, is under investigation. This year, the number of central-level officials who have been dismissed has reached 54.

On December 6 at around 11 a.m., the website of the Central Commission for Discipline Inspection and the National Supervisory Commission announced that Luo Zengbin, a member of the Standing Committee of the Hainan Provincial Party Committee and the Secretary of the Haikou Municipal Committee, is suspected of serious violations of discipline and law, and is currently undergoing disciplinary review and supervisory investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission.

Luo Zengbin, male, of Han ethnicity, was born in October 1967 in Cangxi, Sichuan. He joined the Communist Party of China in June 1993 and began working in July 1990. He graduated from the College of Life Sciences at Sichuan University with a major in Botany and holds a doctoral degree in science.

In his early years, he worked primarily in Sichuan, serving as the Deputy Secretary and Mayor of Guang’an City, and the Secretary of the Bazhong Municipal Committee, among other positions. In February 2021, he was appointed Secretary of the Mianyang Municipal Committee in Sichuan, and in September 2021, he became a member of the Standing Committee of the Sichuan Provincial Party Committee, while continuing to serve as Secretary of the Mianyang Municipal Committee.

In January 2022, Luo Zengbin was transferred to Hainan Province, where he took on the role of a member of the Standing Committee of the Hainan Provincial Party Committee and Secretary of the Haikou Municipal Committee.

With Luo Zengbin’s recent downfall, the number of senior officials under investigation publicly reported by the Central Commission for Discipline Inspection and the National Supervisory Commission this year has reached 54.
