The Four Major Production Regions of Fireworks and Firecrackers Gather Together, Proposing “One Pace, One Voice, One Policy”

On December 3, a symposium on the coordinated development of the fireworks and firecracker industry in the Hunan-Jiangxi Border Fireworks and Firecracker Transformation and Upgrading Concentrated Area was held in Liuyang, Hunan. The four major production regions of fireworks and firecrackers gathered together.

The Hunan-Jiangxi border region is the main hub of the national fireworks and firecracker industry, with over 1,000 related enterprises and an output value exceeding 40 billion yuan, supporting the livelihoods of over 400,000 people in the old revolutionary areas. Among them, Liuyang and Liling in Hunan, as well as Shangli and Wanzai in Jiangxi, are the four major production counties (cities).

At the symposium, leaders from the four regions, including Xiao Zhengbo, Member of the Standing Committee of the Changsha Municipal Committee and Secretary of the Liuyang Municipal Committee, Wang Libo, Secretary of the Liling Municipal Committee, Li Jun, Secretary of the Shangli County Committee, and Liu Xuejun, Secretary of the Wanzai County Committee, attended the event.

According to reports from the Liuyang Fusion Media Center, at the meeting, the four counties (cities) reported on the development of their respective fireworks and firecracker industries and signed the “Cooperation Agreement on the Coordinated Development of the Fireworks and Firecracker Industry in the Hunan-Jiangxi Border Fireworks and Firecracker Transformation and Upgrading Concentrated Area.”

Xiao Zhengbo welcomed everyone’s arrival and stated that fireworks and firecrackers are the most distinctive traditional, wealth-creating, and cultural industries in the Hunan-Jiangxi border region, serving as a “golden name card” for all. In recent years, cooperation among the four major production regions has become increasingly close, and cooperation results have become more solid, achieving industrial growth against the trend and standing out. He hoped that the four counties (cities) would unify their steps in regulating the fireworks and firecracker industry, strengthen organizational, judicial, and data-sharing safeguards, enhance industry self-discipline, improve the tax collection and management mechanism, standardize industry tax management, and actively create a fair and legal industrial development environment. In terms of safety production, they should jointly supervise, unify standards, rhythms, and measures, carry out joint actions to combat illegal activities and violations on a regular basis, and effectively improve the industry’s inherent safety level. In terms of ecological environmental protection, they should jointly govern, cooperate in the research and application of new materials, focus on pollutant remediation, and promote industrial transformation and upgrading. Liuyang will continue to cooperate sincerely and closely with brother counties (cities), solidly promote the construction of the concentrated area, jointly drive the industry towards stable, healthy, and high-quality development, and push the Hunan-Jiangxi border regional cooperation to a higher level.

Wang Libo expressed the hope that the four counties (cities) would achieve mutual benefit and win-win cooperation in promoting development, work together in policy acquisition, align in industry regulation, and cooperate fully in safety supervision to ensure the industry’s healthy and sustained development. Liling will engage in deep exchanges and sincere cooperation with brother counties (cities) to contribute more to the coordinated and healthy development of the fireworks and firecracker industry in the Hunan-Jiangxi Border Fireworks and Firecracker Transformation and Upgrading Concentrated Area.

Li Jun pointed out that promoting the construction of the concentrated area is a common political task for the four counties (cities) and a boon for the people and enterprises. He hoped that the four major production regions would jointly consult and form a synergy in policy formulation, safety supervision, and pollution prevention and control to make the industry bigger, stronger, better, safer, and to promote higher quality, more efficient, fairer, and more sustainable development of the industry.

Liu Xuejun noted that the fireworks and firecracker industry is currently at a critical period of transformation and upgrading, making it very necessary and timely for the four production regions to strengthen policy interaction, industrial interaction, and information interaction. Wanzai will further deepen cooperation with the major production regions and strive to ensure that the four production regions have a unified step, voice, and policy, jointly promoting the healthy, standardized, and orderly development of the fireworks and firecracker industry.

Previously, in August 2021, the Ministry of Emergency Management approved the construction of a national fireworks and firecracker transformation and upgrading concentrated area in the four counties (cities) of Liuyang, Liling, Shangli, and Wanzai in Hunan and Jiangxi provinces. According to reports from Xinhua News Agency, leveraging favorable policies, the Hunan-Jiangxi border region has established a fireworks and firecracker industry development committee, implemented a unified long-term mechanism for standardized production, and jointly carried out cross-checks on industry self-discipline.
