The four main production areas of fireworks and firecracker gathered together, and put forward “One Pace, One Voice, One Policy”.
On December 3rd, the Symposium on the Coordinated Development of the Fireworks and Firecracker Industry in the Centralized Area of Transformation and Upgrading on the Border of Hunan and Jiangxi was held in Liuyang, Hunan Province. The four major production areas of fireworks and firecrackers gathered together.
The border area of Hunan and Jiangxi is the main base of the fireworks and firecracker industry in China, with over 1,000 related companies and an output value of more than 40 billion yuan, carrying the livelihoods of more than 400,000 people in the old region. Among them, Liuyang and Liling in Hunan Province, as well as Shangli and Wanzai in Jiangxi Province, are the four major production areas.
At the symposium, leaders from the four regions including Xiao Zhengbo, member of the Standing Committee of Changsha Municipal Committee and secretary of the Liuyang Municipal Committee, Wang Libo, secretary of the Liling Municipal Committee, Li Jun, secretary of the Shangli County Committee, and Liu Xuejun, secretary of the Wanzai County Committee, all attended.
According to the Liuyang Media Center, at the meeting, the four counties (cities) reported on the development of their respective fireworks and firecracker industries, and signed the “Cooperation Agreement on the Coordinated Development of Fireworks and Firecrackers in Centralized Transformation and Upgrading Zones on the Border of Hunan and Jiangxi.”
Xiao Zhengbo expressed his welcome to all participants. He said that fireworks and firecrackers are the most distinctive traditional and prosperous industries in the Hunan-Jiangxi border area, as well as our common “golden business card”. In recent years, the cooperation ties between the four major production areas have become increasingly closer and more practical, achieving a remarkable increase in the industry. It is hoped that the four counties (cities) will unify their efforts in regulating the fireworks and firecracker industry, strengthen organizational, judicial, and data sharing guarantees, enhance industry self-discipline, improve tax collection and management mechanisms, regulate industry tax management, and actively create a fair and law-based industrial development environment. They also need to jointly supervise safety production, unify standards,节奏， and regularly carry out joint actions to combat illegal activities and ensure the essential safety level of the industry. In terms of ecological environmental protection, they should jointly carry out treatment of pollutants and promote industrial transformation and upgrading by researching and applying new materials. Liuyang will continue to work closely with other兄弟县（市） to solidly promote the construction of centralized areas and jointly promote the high-quality development of the industry, as well as push forward the cooperation between Hunan and Jiangxi to a higher level.
Wang Libo expressed hope that the four counties (cities) will achieve mutual benefits and win-win results in promoting development, work together in policy striving, maintain consistency in industry regulation, and cooperate extensively in safety supervision to ensure the sustainable and healthy progress of the industry. Liling will deeply communicate and cooperate with other兄弟县（市） to contribute more to the coordinated and healthy development of fireworks and firecrackers on the border of Hunan and Jiangxi.
Li Jun pointed out that promoting the construction of centralized areas is a common political task for the four counties (cities), as well as a blessing for the masses and enterprises. It is hoped that the four major production areas will work together in policy making, safety supervision, pollution prevention and control to make the industry bigger, stronger, safer, and more sustainable.
Liu Xuejun noted that the current fireworks and firecracker industry is at a critical stage of transformation and upgrading. It is necessary and timely for the four production areas to strengthen policy interaction, industry interaction, and information interaction. Wanzai will further deepen cooperation with other major production areas to ensure consistency in policies, voices, and steps to jointly promote the healthy, standardized, and orderly development of the fireworks and firecracker industry.
Previously, in August 2021, the Emergency Management Department approved the construction of a centralized area for transformation and upgrading of fireworks and firecrackers in Liuyang, Liling, Shangli, and Wanzai in Hunan and Jiangxi provinces. According to Xinhua News Agency reports, with the help of favorable policies, Hunan-Jiangxi border regions have established a fireworks and firecracker industry development committee, implemented a unified long-term mechanism for standardization production, and jointly carried out self-regulatory cross-checks in the industry.
