Shanghai Municipal Government’s Executive Meeting Deploys AI Modeling Project for the City, Supports Vertical Applications, and Promotes “AI+”
Shanghai’s Deputy Secretary of the Municipal Party Committee and Mayor Gong Zheng presided over a municipal government executive meeting today (2nd) to discuss several key initiatives. The meeting called for promoting the high-quality development of the new rural collective economy in accordance with the municipal party committee’s deployment; advancing the development of digital trade and service trade; and pushing forward the construction of the “AI Modeling Shanghai” project.
The meeting gave principled approval to the “Measures for Further Promoting the High-Quality Development of the New Rural Collective Economy” and noted that Shanghai’s rural collective assets have continued to grow in recent years. It emphasized the need to accelerate reform and innovation to strengthen the rural collective economy. Efforts should be made to play the “characteristic card” by fully leveraging regional resource endowments and the characteristics of leading industries, strengthening planning guidance, and exploring diversified development paths. The “environment card” should be played by enhancing support for factors such as capital, technology, and projects, promoting the construction of rural professional talent teams, creating youth-friendly villages, and addressing the issue of rural “depopulation”. The “governance card” should be utilized by deepening reforms of the rural collective property rights system and the rural land system to unleash the potential of the new rural collective economy. At the same time, it is essential to safeguard the interests of farmers and further improve the management system to ensure the sustained and healthy development of the rural collective economy.
The meeting also gave principled approval to the “Implementation Plan for Promoting the High-Quality Development of Digital Trade and Service Trade in Shanghai” and pointed out that Shanghai leads the nation in digital trade and service trade development. It stressed the need to highlight the advantages of high-level openness, align with international high-standard economic and trade rules, leverage the role of major open platforms, and achieve more institutional innovations in areas such as cross-border data flows, digital identity authentication, and blockchain electronic bills of lading. Emphasis should be placed on cultivating high-level enterprises, promoting the export of technology and product services in fields such as cloud computing, big data, and digital animation, accelerating the internationalization capabilities of local professional service agencies, and vigorously cultivating new growth points in service trade. High-standard factor support should be emphasized, including strengthening talent and intellectual support, promoting and regulating cross-border data flows, and appropriately advancing the layout of information infrastructure.
Furthermore, the meeting gave principled approval to the “Implementation Plan for Promoting the ‘AI Modeling Shanghai’ Project” and noted the rapid development of large AI models in Shanghai. It emphasized the need to consolidate the supporting foundation by focusing on both intelligent computing power and corpus, strengthening the construction of relevant public service platforms to better meet the needs of vertical applications. Practical application scenarios for large AI models should be established, targeting key industry segments, building benchmark scenarios, and amplifying the demonstration effect. A favorable ecosystem should be constructed by implementing the concept of “managing both the industry and its intelligent transformation” and fostering a collaborative environment for “AI+” industrial innovation.
