Personnel News | Non-Party Individual Appointed as Director of the Civil Affairs Department

In Recent Years, Several Non-Party Personnel, Including Members of Democratic Parties, Have Taken Up Administrative Leadership Roles in Provincial Civil Affairs Departments.

On November 29, the 14th Meeting of the Standing Committee of the Seventh Hainan Provincial People’s Congress voted to approve a list of appointments and removals, appointing Long Dingmin as the Director of the Hainan Provincial Department of Civil Affairs.

Previously, Long Dingmin served as a full-time Vice Chairman (Vice President) of the Hainan Provincial Federation of Industry and Commerce (General Chamber of Commerce).

Long Dingmin, a female of the Li ethnic group, was born in July 1978 in Lingshui, Hainan. She holds a graduate degree from the Central Party School, is a member of the China Association for Promoting Democracy, and began working in July 1996.

Long has worked in Hainan for a long time, previously serving as the Deputy Mayor of Lingshui County, the Director (at the division level) of the Management Office (Economic Committee Office) of Hainan Daily Newspaper Group, and the Director (at the division level) of the Full Media Operation Center of Hainan Daily Newspaper Group. During this period, she also briefly served as an assistant to the Mayor of Changping District, Beijing, and was seconded to work in the Hainan Provincial Government Office.

In April 2022, the 8th Session of the Hainan Provincial Federation of Industry and Commerce (General Chamber of Commerce) held its 6th Executive Committee Meeting, where Long Dingmin was elected as a full-time Vice Chairman.

In fact, it has become a regular arrangement in the political life of socialism with Chinese characteristics for non-party personnel to serve as administrative heads, i.e., directors of bureaus or departments, in provincial governments.

Article 37 of the “Regulations on the United Front Work of the Communist Party of China (Trial)” stipulates that “qualified non-party cadres can serve as the administrative heads of government departments (units). Each province (autonomous region, municipality directly under the central government) should have around 2 non-party cadres serving as the heads of government departments.”

Taking provincial civil affairs departments as an example, apart from the newly appointed Director of the Hainan Provincial Department of Civil Affairs, Long Dingmin, there are several members of democratic parties serving as administrative heads, who generally possess characteristics such as advanced knowledge and professionalism.

For instance, the day before Long Dingmin’s appointment, on November 28, the 13th Meeting of the Standing Committee of the 14th Fujian Provincial People’s Congress voted to approve relevant personnel matters. The meeting decided to appoint Guo Xuejun as the Director of the Fujian Provincial Department of Civil Affairs. Guo Xuejun is currently the Deputy Director of the Fujian Provincial Committee of the China Democratic National Construction Association and previously served as the Deputy Director of the Fujian Provincial Department of Industry and Information Technology.

Public information shows that Guo Xuejun, a male of the Hui ethnic group, was born in September 1970 in Putian, Fujian. He joined the China Democratic National Construction Association in May 1997 and holds a graduate degree from the Central Party School. In January 2012, Guo Xuejun was appointed as a deputy director-level cadre of the Fujian Provincial Committee of the China Democratic National Construction Association, and later became a full-time Deputy Director. In June 2017, Guo Xuejun was appointed as the Deputy Director of the Fujian Provincial Economic and Information Technology Commission, and in October 2018, due to institutional reform, he became the Deputy Director of the Fujian Provincial Department of Industry and Information Technology.

On November 19 this year, the Fujian Provincial Party Committee Organization Department issued a pre-appointment announcement for cadres, stating that Guo Xuejun was proposed to serve as the head of a provincial government department, until his new position was confirmed.

Jiang Liying, the current Director of the Sichuan Provincial Department of Civil Affairs, is also a member of the China Democratic National Construction Association, and is currently a member of the National Committee of the Chinese People’s Political Consultative Conference, a member of the Central Committee of the China Democratic National Construction Association, and the Deputy Director of the Sichuan Provincial Committee.

Jiang Liying has worked in Mianyang, Sichuan for a long time. Since October 2002, she has served as the Deputy Mayor of Fucheng District, Mianyang, the Vice Chairman of the Mianyang Municipal Political Consultative Conference, the Director of the Mianyang Science and Technology Bureau, and the Deputy Mayor of Mianyang. Within the China Democratic National Construction Association system, she successively served as the Deputy Director of the Mianyang Municipal Committee, the Director of the Mianyang Municipal Committee, and the Deputy Director of the Sichuan Provincial Committee.

In November 2022, Jiang Liying was appointed as the Deputy Director of the Sichuan Provincial Department of Civil Affairs, and on September 29, 2024, she was appointed as the Director.

Huang Donghong, the current Director of the Hunan Provincial Department of Civil Affairs, is a member of the Revolutionary Committee of the Chinese Kuomintang. Born in September 1970 in Anhua, Hunan, Huang holds a graduate degree and a PhD in Social Medicine and Public Health Management. She joined the Revolutionary Committee of the Chinese Kuomintang in October 2008.

After graduating from Hunan Agricultural University in July 1994, Huang Donghong served as the Deputy Mayor of Tianzhuang Township, Yangjiaotang Town, and the Vice Chairman of the Anhua County Political Consultative Conference. In 2008, she was appointed as the Deputy Mayor of Anhua County, and the following year, she was transferred to serve as the Deputy Mayor of Yiyang City for 12 years. In 2021, she was transferred to serve as the Deputy Director of the Hunan Provincial Department of Culture and Tourism, and in 2022, she was transferred to serve as the Director of the Hunan Provincial Medical Products Administration, and was elected as the Deputy Director of the Hunan Provincial Committee of the Revolutionary Committee of the Chinese Kuomintang in the same year. In November 2023, Huang Donghong was appointed as the Director of the Hunan Provincial Department of Civil Affairs.

In addition, Zhang Chen, the Director of the Guangdong Provincial Department of Civil Affairs, is a member of the China Party for Public Interest, holds a graduate degree in engineering, and is currently a member of the Central Committee of the China Party for Public Interest and the Deputy Director of the Guangdong Provincial Committee. Previously, Zhang Chen served as the Deputy Mayor of Zhuhai City and the Chairman of the Zhuhai Disabled Persons’ Federation.

Li Li, the Director of the Hubei Provincial Department of Civil Affairs, is a member of the Jiu San Society. After graduating from the History Department of Wuhan University in 1995, she joined Huangshi Daily. In 2006, Li Li was transferred to serve as the Deputy Mayor of Yangxin County, and in 2011, she was appointed as the Deputy Director of the Huangshi Cultural Bureau. In 2014, she became the Deputy Director of the Huangshi Supervision Bureau, and later served as the Director of the Huangshi Justice Bureau and the Deputy Mayor of Huangshi.
