Deng Zhongliang, Head of the “Xihe Plan” Navigation System, Appointed Dean of Zhengzhou University of Aeronautics
Recently, the Henan Provincial People’s Government issued a series of personnel appointment and removal notifications. Notably, Deng Zhongliang was appointed as the President of Zhengzhou Aviation Industry Management Institute, while Liu Daijun was relieved from his duties as the President of the same institute.
Public information reveals that Deng Zhongliang, a male Han Chinese born in September 1965, is a member of the Communist Party of China. He serves as an expert on the national major special project expert team, an expert on the 863 Microelectronics Working Group, the deputy leader of the Joint Research Group on Satellite Navigation in Universities under the Ministry of Education, the director of the Signal System and Communication Research Sub-center at the Ministry of Education’s Satellite Navigation Joint Research Center, and a leading figure in his field among young scholars in Beijing.
Deng Zhongliang has long been dedicated to scientific research and engineering practice in wireless network positioning. He is a renowned expert in the field of wireless navigation and communication and the principal leader and academic pioneer of the indoor wireless navigation system for China’s ground navigation project, the “Xihe Plan.” He has made outstanding contributions to establishing the basic theory of wireless positioning and navigation in architectural spaces, solving key technical problems for enhancing indoor high-precision three-dimensional navigation in international communication networks, building China’s standards and application systems for seamless high-precision navigation and location services both indoors and outdoors, integrating air, space, and ground, and promoting large-scale industrial applications.
Deng has previously served as the Deputy Director of the Department of Automation, the Dean of the School of Electronic Engineering, and the Dean of the Institute of Scientific and Technological Development at Beijing University of Posts and Telecommunications. He has presided over more than 20 major and key national projects, winning one Second Prize for National Technological Invention, two Second Prizes for National Scientific and Technological Progress, and 13 provincial and ministerial scientific and technological awards as the primary completer. He has published over 300 papers, authored 6 monographs, and holds over 100 international and domestic invention patents. In 2016, he received the Guanghua Engineering Science and Technology Progress Award; in 2014, he was named one of China’s Top Ten Scientific and Technological Innovation Figures; and in 2019, he was elected as an academician of the International Eurasian Academy of Sciences.
In August 2023, Deng Zhongliang was also included in the list of effective candidates for the 2023 academician election of the Chinese Academy of Engineering.
During last year’s National People’s Congress, Liu Daijun, a deputy to the National People’s Congress and then-President of Zhengzhou Aviation Industry Management Institute, told a reporter from Dahe Finance Cube that the institute had formulated development strategies and ideas for the establishment of Zhengzhou Aeronautics and Astronautics University.
Regarding the implementation of the preparation work, Zhengzhou Aviation Industry Management Institute has outlined a “three-step” strategy. By the end of the 14th Five-Year Plan, it aims to establish a complete discipline and major system for an aeronautics and astronautics university, complete the transformation from a traditional focus on economics and management disciplines to a focus on aerospace engineering disciplines, and meet the basic conditions for doctoral degree authorization. By 2035, it aims to build a well-structured research-oriented university system. By 2050, it aims to become a veritable research-oriented university specializing in aeronautics and astronautics.
On August 12 this year, the General Office of the Henan Provincial People’s Government issued the “Notice on Issuing the Implementation Plan for Promoting the High-Quality Development of the Provincial Low-Altitude Economy (2024-2027).” It proposes to encourage domestic aviation enterprises and aviation-focused institutions to accelerate the introduction of scarce innovative talents and applied professional and technical talents with professional licenses in the field of the low-altitude economy. It also emphasizes the need to speed up the establishment of Zhengzhou Aeronautics and Astronautics University, accelerate the construction of its new campus, leverage the existing advantages of aviation majors in existing institutions, promote the integration of industry and education, the integration of science and education, strengthen the construction of disciplines and majors related to the low-altitude economy, build training and practice bases for aviation skills, and cultivate practical and scarce professionals in the low-altitude economy.
