Shanghai Officially Launches Pilot Program to Expand Opening-Up of Value-Added Telecommunication Services from Today
On the evening of November 25, reporters from The Paper learned from the Shanghai Municipal Commission of Economy and Information Technology and the Shanghai Communications Administration that, in accordance with the relevant document requirements approved by the Ministry of Industry and Information Technology for Shanghai to carry out pilot work on expanding the opening-up of value-added telecommunications services, the pilot work on expanding the opening-up of value-added telecommunications services was officially launched in the Lingang New Area of the Shanghai Free Trade Zone and the Leading Area for Socialist Modernization Construction.
According to the “Announcement of the Shanghai Municipal Commission of Economy and Information Technology and the Shanghai Communications Administration on Launching the Pilot Work on Expanding the Opening-up of Value-added Telecommunications Services” issued on November 25, from this date, foreign-invested enterprises can apply to operate Internet Data Centers (IDCs), online data processing and transaction processing, and other telecommunications services as wholly-owned enterprises in the pilot zones in Shanghai, deeply participating in China’s computing power, cloud services, and other markets, jointly promoting the prosperous development of China’s digital industry, and drawing a new blueprint for the global digital economy together.
The “Announcement” states that foreign-invested enterprises interested in participating in the pilot application can submit applications online through the Ministry of Industry and Information Technology’s Government Service Platform (https://ythzxfw.miit.gov.cn – “Government Services” – “Administrative Licensing” – “Telecommunications and Internet Services” – “Telecommunications Business Operation License” section) for self-declaration.
