On the morning of November 24th, the United Nations Climate Change Conference in Baku concluded after a delay of over 30 hours. Zhao Yingmin, head of the Chinese delegation and Vice Minister of Ecology and Environment, attended the closing ceremony and delivered a speech. Liu Zhenmin, advisor to the delegation and China’s Special Envoy for Climate Change, also attended the closing ceremony.
After two weeks of intense negotiations, the conference adopted over 20 decisions on implementing the United Nations Framework Convention on Climate Change, the Kyoto Protocol, and the Paris Agreement, achieving a balanced package of outcomes known as the “Baku Climate Solidarity Pact.” In particular, it reached agreements on post-2025 climate finance goals and related arrangements, setting a funding target of at least USD 300 billion per year by 2035 for developed countries and a climate finance target of at least USD 1.3 trillion per year to support climate actions in developing countries. Additionally, it finalized the operational details of the international carbon market mechanism under Article 6 of the Paris Agreement and made arrangements for mitigation work plans and global adaptation goals, further consolidating the global trend towards green and low-carbon transformation.
The Chinese delegation fully participated in negotiations and consultations on various topics at the conference, playing a constructive and leading role in its success. The delegation organized a series of “China Corner” side events, comprehensively promoting Xi Jinping’s Thought on Ecological Civilization and sharing China’s story of actively addressing climate change, which received widespread praise from all parties.
China called on all parties to uphold multilateralism and ensure that actions do not regress based on the Paris Agreement, following the principle of “common but differentiated responsibilities.” As a responsible major developing country, regardless of changes in the international situation, China will always firmly work with all parties to promote the multilateral process and international cooperation on climate change, continue to implement its national strategy for actively addressing climate change, achieve carbon peaking and carbon neutrality goals, extensively carry out South-South cooperation on climate change, provide assistance to other developing countries in addressing climate change as much as it can, and contribute to global green and low-carbon development, climate resilience, and sustainable development.
