Heilongjiang’s Boli County Makes Further Arrangements for the Incident of Siberian Tiger Crossing the Region.
According to the Boli County Converged Media Center, on November 19, the Provincial Forestry and Grassland Bureau held a video conference on the protection of Siberian tigers, with a sub-venue set up at the Boli County Forestry and Grassland Bureau. Liu Zhenggang, Director of the Wildlife Protection Division of the Provincial Forestry and Grassland Bureau, experts from the Felid Research Center of the National Forestry and Grassland Bureau, and key officials from the municipal and county forestry and grassland bureaus attended the meeting at the Boli sub-venue.
During the video conference, a report on the situation regarding the Siberian tiger’s crossing through Boli County was presented; Liu Zhenggang provided an update on the activity of Siberian tigers in Heilongjiang Province; experts from the Felid Research Center of the National Forestry and Grassland Bureau conducted special training on risk prevention for conflicts caused by Siberian tigers and leopards, covering aspects such as preventive measures, information management, and the establishment of a long-term emergency rescue mechanism, and also conducted an analysis and judgment on the distribution and activity patterns of Siberian tigers; the meeting also made specific arrangements and deployments for the next steps in the protection of Siberian tigers.
The Boli County Forestry and Grassland Bureau stated that it would earnestly implement the spirit of this meeting, draw on the experiences and practices from the training, strengthen efforts in monitoring, prevention, and public opinion propaganda, enhance emergency response capabilities, and effectively carry out prevention measures for the Siberian tiger’s crossing and wildlife protection work.
Previously, on November 18, the Boli County Forestry and Grassland Bureau released a message stating that at 6:38 that day, the county’s 110 command center received a report: “At around 6 o’clock, a tiger was spotted in Changtai Village, Jixing Korean and Manchu Ethnic Township, Boli County.” After initial verification on site, a villager from Changtai Village was found to have been bitten on the left hand by a tiger and was currently receiving medical treatment with stable emotions and vital signs. Officials from the county public security bureau, forestry and grassland bureau, emergency management bureau, and other departments, as well as staff from the local township, had arrived on the scene to track the tiger’s whereabouts.
Boli County is located in eastern Heilongjiang, with a total area of 2,390 square kilometers, jurisdiction over 5 towns, 5 townships, 133 administrative villages, and 11 state-owned forest farms. It has 1.74 million mu of arable land and 1.46 million mu of forest land, with a forest coverage rate of 40.7%. Since November 18, counties and cities such as Mishan, Huanan, and Yilan, which are adjacent to Boli County, have successively issued notices on strengthening prevention and protection measures for Siberian tigers.
Among them, on November 18, the Mishan City Forestry and Grassland Bureau issued work reminders to all townships and farms, urging them to strengthen publicity and warning efforts for wildlife safety precautions, using methods such as setting up warning signs, reminder messages, and promotional banners to effectively carry out publicity and warning work for wildlife safety precautions within their regions. People should avoid traveling alone and try to travel in groups, especially when entering areas such as forests and farmland where tigers may appear. If any signs of tiger activity, such as footprints or feces, are found, they should not approach curiously but should immediately move away. Livestock grazing should be regulated, with strengthened management of livestock grazing in key areas, and livestock grazing should be prohibited in these areas to avoid incidents of livestock being injured, which could result in property losses for the people.
According to the Northeast Tiger and Leopard National Park Administration, after the incident where a Siberian tiger entered a village in Changtai Village, Jixing Township, Boli County, and injured a villager, the administration immediately activated its emergency response plan and insurance claim procedures, coordinated with insurance companies to send working groups to the scene to assist local forestry and grassland departments in conducting investigations, and if it was confirmed that the incident was caused by a wild Siberian tiger, the insurance claim procedures would be immediately initiated. Following the principle of prioritizing people’s livelihoods, medical expenses for the injured would be advanced, striving to provide the most timely and effective care and assistance to the injured.
According to the Northeast Tiger and Leopard National Park Administration, the location of this incident is approximately 200 kilometers away from the Northeast Tiger and Leopard National Park in a straight line and does not fall within the scope of the national park. According to the “Compensation Measures for Losses Caused by Wildlife in the Northeast Tiger and Leopard National Park (Trial)”, for personal injuries caused by wild Siberian tigers and leopards throughout Jilin and Heilongjiang provinces, after on-site verification by insurance companies, corresponding economic compensation for personal injuries will be provided in accordance with procedures.
