Liberating Grassroots Cadres from Endless Meetings and Documents: “No Discussion and Coordination Institutions at Township Level” Implemented in Multiple Regions

Multiple Regions Announce Recent Achievements in Grassroots Institutional Reform, Highlighting the Elimination of Consultative and Coordinating Bodies at Township (Sub-district) Level

On November 18, the official website of the Leishan County Government in Guizhou Province released information mentioning the local issuance of the “Leishan County Plan for Establishing Necessary Consultative and Coordinating Bodies” and the “Notice on Cleaning Up and Standardizing Township (Sub-district) Consultative Bodies, Various Signs, and Seal Usage.” Active efforts have been made to standardize and clean up the sign hanging of township (sub-district) and village-level organizations, as well as irregular sign hanging by county-level departments. The hanging of signs must not be used as a basis for evaluating grassroots performance, and dynamic tracking and management of sign hanging at township (sub-district) and village-level organizational activity sites have been normalized. Comprehensive clean-up of non-compliant signs has been carried out. Efforts have been actively made to streamline and standardize consultative and coordinating bodies, with the principle that no such bodies should be established at the township (sub-district) level. As of now, a total of 103 consultative and coordinating bodies have been streamlined, representing a reduction rate of 80.46%.

On October 21, Baoshan Daily in Yunnan reported that Changning County, Baoshan City, adhered to a clear orientation of focusing on grassroots work, using the deepening of township management system reform as a breakthrough. By reconstructing the functional system,重塑运行机制 (reshaping operational mechanisms), and reorganizing resources and forces to solve problems, it activated new momentum for grassroots governance. It was clarified that no consultative and coordinating bodies would be established at the township level, with a total of 965 various institutions being abolished, reducing decision-making links and facilitating work implementation. Formalism was eliminated to reduce the burden on grassroots, with 234 irregular signs at the township level being cleaned up and removed. Without permission, no county-level departments were allowed to require grassroots to add signs or set up institutions. Township staffing was categorized and managed, with personnel being used in a coordinated manner. Administrative and institutional personnel could be assigned to suitable positions as needed. A “one person, multiple positions” and “one position, multiple people” management model was implemented to ensure that personnel were suitable for their positions, fully utilized, and fulfilled their duties, thereby enhancing staffing efficiency.

On October 28, Taizhou News Network reported that Gong Min, Director of the Institutional Reform Division of the Municipal Party Committee’s Staffing Office in Taizhou, introduced that the reform had integrated similar fields and functions across various townships (sub-districts), comprehensively establishing 7-9 functional institutions. A total of 507 sign-hanging institutions were abolished across the city, with only the Veterans Service Station retaining its sign. All 6,946 consultative and coordinating bodies at township (sub-district) level were abolished, and their functions were fully transferred back to municipal (district) functional institutions. This freed grassroots cadres from excessive paperwork and meetings, effectively reducing their workload and improving work efficiency.

On October 31, Zhumadian Daily reported that in order to further improve administrative efficiency, streamline institutional setup, and consolidate the achievements of institutional reform, the Xincai County Party Committee’s Staffing Office recently established a dedicated task force to carry out the cleaning up and standardization of consultative and coordinating bodies across the county. Through a sign removal campaign, the grassroots were “released and relieved” of their burdens.

The Xincai County Party Committee’s Staffing Office optimized and adjusted the consultative and coordinating bodies through a “dual reduction” approach combining “abolishment” and “merger.” Consultative and coordinating bodies that had completed their tasks or had established and effectively operated relevant working mechanisms were no longer retained, with related work being undertaken by functional departments or coordinated by the primary responsible department. Consultative and coordinating bodies with similar responsibilities or close working relationships were integrated and established, eliminating the persistent issue of “one institution for one task, one sign for one task.” It was clarified that no consultative and coordinating bodies would be established at the township (sub-district) level, reducing administrative costs and improving decision-making efficiency. Currently, all signs of abolished institutions in the county have been removed, the functions of relevant departments have been adjusted, and the signs of the cleaned-up and standardized consultative and coordinating bodies have been hung in place.
