According to the news from the China Security Association’s website, on November 13, 2024, the Fifth Member Representative Conference and the First Meeting of the Fifth Council of the China Security Association were held in Beijing. Du Hangwei was elected as the President of the Fifth Council of the China Security Association, Hua Jingfeng was elected as the Executive Vice President and Secretary-General, and Wu Jianping, Zhao Shuifang, Zhou Zhaohui, and Liu Zhiqiang were elected as Vice Presidents.
Among them, the newly appointed President of the China Security Association, Du Hangwei, previously served as Deputy Minister of Public Security and currently serves as a member of the Social Construction Committee of the 14th National People’s Congress.
Du Hangwei, born in April 1962 in Lingbao, Henan, joined the Ministry of Public Security in July 1984 after graduating from the Criminal Investigation major at Southwest University of Political Science and Law. As an experienced “old criminal investigator,” Du Hangwei successively served as Deputy Director and Director of the Anti-Organized Crime Division of the Criminal Investigation Bureau of the Ministry of Public Security, Director of the Organized Crime Investigation Division of the Criminal Investigation Bureau, Director of the Office, Deputy Director, and Director of the Criminal Investigation Bureau.
After 25 years of service in the Ministry of Public Security, Du Hangwei “descended” to serve as Deputy Director (at the level of Director) of the Shaanxi Provincial Public Security Department in 2010, subsequently serving concurrently as Member of the Standing Committee of the Xi’an Municipal Party Committee and Director of the Xi’an Municipal Public Security Bureau, and later succeeding as Secretary of the Municipal Party Committee’s Political and Legal Committee. In 2012, Du Hangwei was appointed as Director of the Shaanxi Provincial Public Security Department and immediately resigned from his party and government positions in Xi’an.
In early 2013, Du Hangwei was appointed Assistant Governor of Shaanxi Province, and at the end of 2014, he was promoted to Vice Governor of Shaanxi Province, becoming a deputy ministerial-level cadre. In May 2017, Du Hangwei took up a new position as Member of the Standing Committee of the Shaanxi Provincial Party Committee and concurrently served as Secretary of the Provincial Party Committee’s Political and Legal Committee, later resigning from his positions as Vice Governor and Director of the Provincial Public Security Department. In 2018, Du Hangwei was appointed Member of the Party Committee and Deputy Minister of the Ministry of Public Security, and in March 2023, he was elected as a member of the Social Construction Committee of the National People’s Congress.
Public information shows that the China Security Association is a national self-regulatory social group for the security industry established in accordance with the law. It was approved and registered by the Ministry of Civil Affairs in 1992 and officially established in June 1994. The association joined the Asian Professional Security Association in 1996 and established the China Branch of the Asian Professional Security Association. The purpose of the China Security Association is to abide by the Constitution, laws, regulations, and national policies, adhere to social morality, serve China’s security service industry, promote the construction of industry self-discipline, and facilitate the healthy development of the security service industry.
So, who served as the President of the China Security Association before Du Hangwei?
According to the “China Security” magazine, the First Member Representative Conference of the China Security Association was held in Beijing in June 1994, announcing the official establishment of the China Security Association. Wang Fang, former State Councilor and Minister of Public Security, and Liu Fuzhi, former Chief Procurator of the Supreme People’s Procuratorate, served as Honorary Presidents, and Gao Xu, special advisor to the Ministry of Public Security, served as President.
On June 28, 2000, the Second Member Representative Conference of the China Security Association was held in Guilin, and Xu Jichang was elected as the new President. In his speech, he mentioned that the association is an industry organization, different from administrative agencies. How to effectively perform the functions of an industry organization is a topic that the association needs to delve into. From the nature and practical work of the association, the management functions of an industry organization mainly include organization, coordination, service, and supervision, playing an intermediary role between the government and enterprises, safeguarding the rights and interests of the industry itself, and guiding and promoting the healthy development of the industry. In the future, with the improvement of the market economy system and the deepening of the transformation of government functions, industry organizations will undertake more and more service tasks, and the responsibilities will become heavier. Therefore, we must fully understand the nature and characteristics of industry organizations and strengthen the construction of association work.
From November 11 to 12, 2004, the Third Member Representative Conference of the China Security Association was held in Beijing, and Gu Daoxian served as the new President. In his speech, Gu Daoxian said that after 20 years of development, China’s security industry has become an emerging industry, which makes security workers proud. However, the attendees also unanimously felt that the security service industry, which emerged in the early days of reform and opening up, has a management system, operating mechanism, and certain policies guiding the development of the security service industry that are no longer fully adapted to the requirements of overall socio-economic development. There are issues that need to be studied, adjusted, and reformed. This is a major event that affects the entire industry, and the new council should actively assist the competent authorities in addressing this matter. The main tasks are to assist in research and investigation, policy research, information exchange, and summary and promotion.
On July 20, 2012, the Fourth Member Representative Conference of the China Security Association was held in Beijing. The conference elected the council members, executive council members, president, vice presidents, and secretary-general of the Fourth Council of the China Security Association, and decided on the deputy secretary-general of the Fourth Council. Luo Feng, former Deputy Minister of Public Security, was elected as the President of the China Security Association.
