Qinghai Provincial Officer An Mula, Who Was Punished by Public Security for Misconduct Due to Alcohol, Is Dismissed from His Position and Expelled from the Party; He Also Regularly Played Mahjong with Monetary Stakes

On November 15, the Qinghai Provincial Commission for Discipline Inspection and Supervision’s website announced that An Mula, former member of the Party Leadership Group and Vice Governor of Hainan Prefecture, had been expelled from the Party and dismissed from his public position due to serious disciplinary and legal violations.
Upon investigation, An Mula, as a leading Party cadre, suffered from collapsed political beliefs and spiritual confusion, indulging in superstitious activities for a long time. He ignored the spirit of the Central Party’s Eight-Point Regulations, engaged in improper dining and drinking, and exhibited immoral and unethical behavior after drinking, causing a serious adverse social impact. His organizational awareness was weak, and he sought benefits for others in the selection and appointment of cadres. His integrity bottom line was breached as he engaged in profit-making activities in violation of regulations, provided assistance to others, and accepted money and gifts, engaging in transactions involving power and sex, as well as money and sex. He illegally intervened and meddled in the contracting and subcontracting of construction projects. He pursued vulgar interests, frequently played mahjong with stakes for a long time, seriously damaging the image of Party cadres. He had no regard for discipline and law, engaged in power-for-money deals, used his position to seek benefits for others in project contracting, and illegally accepted huge amounts of money and gifts. He also gave gifts to others to seek illegitimate interests.
The discipline inspection and supervision department stated that An Mula seriously violated the Party’s political discipline, organizational discipline, integrity discipline, work discipline, and life discipline, constituting serious job-related offenses and being suspected of bribery and offering bribes. He did not converge or desist after the 18th National Congress of the Communist Party of China and even continued his offenses after the 20th National Congress, demonstrating the severity of his nature and the bad influence he caused, warranting serious punishment.
In accordance with relevant regulations such as the “Regulations on Disciplinary Sanctions of the Communist Party of China,” the “Supervision Law of the People’s Republic of China,” and the “Administrative Sanctions Law for Public Personnel of the People’s Republic of China,” upon deliberation by the Standing Committee of the Qinghai Provincial Commission for Discipline Inspection of the Communist Party of China and approval by the Qinghai Provincial Committee of the Communist Party of China, it was decided to expel An Mula from the Party; the Qinghai Provincial Supervision Commission dismissed him from his public position; his qualification as a delegate to the 14th Hainan Prefectural Party Congress was terminated; his illegal gains were confiscated; and his suspected criminal offenses were transferred to the procuratorial organs for investigation and prosecution in accordance with the law, along with the related property.
Public information shows that An Mula, male, ethnic Tibetan, born in July 1969 in Haiyan, Qinghai, started working in July 1987, joined the Party in June 1992, and holds an on-the-job graduate degree. An Mula previously served as a member of the Standing Committee of the Haiyan County Committee and Minister of Propaganda, a member of the Standing Committee of the Haiyan County Committee and Vice County Mayor, Secretary of the Party Committee and Director of the Qinghai Lake Farm in Haibei Prefecture, among other positions. In 2011, An Mula was appointed as the Mayor of Guide County, and in April 2021, he became the Vice Governor of Hainan Prefecture.
On January 28 this year, the Qinghai Provincial Commission for Discipline Inspection and Supervision announced six typical cases of violations of the spirit of the Central Party’s Eight-Point Regulations. Among them was the issue of improper dining involving An Mula, a member of the Party Leadership Group and Vice Governor of Hainan Prefecture.
According to the announcement, on January 15, 2024, when An Mula returned after a survey and passed through Guide County, he had a drinking gathering with Zhang Jingwen, member of the Standing Committee of the Guide County Committee and Secretary of the Laxiwa Town Committee, Jia Zhao, Deputy Director of the Guide County Tourism Development and Management Committee, Chen Xuejun, Secretary of the Hexi Town Committee in Guide County, private entrepreneur Chai X (female), Si X, and others. The private entrepreneur provided the alcohol and paid a dining fee of 1,100 yuan. An Mula exhibited immoral and unethical behavior after drinking and was subject to administrative penalties by the public security organs.
On January 16, An Mula, Zhang Jingwen, Jia Zhao, and Chen Xuejun were suspended from their duties for inspection and were undergoing investigation and review by discipline inspection and supervisory organs.
After the announcement of “An Mula’s immoral and unethical behavior after drinking, resulting in administrative penalties by the public security organs,” it attracted public attention. Media outlets such as “Modern Express” published articles calling for: “What exactly was An Mula’s immoral and unethical behavior? The local relevant departments might as well respond publicly and strive to satisfy the public’s right to know.”
Subsequently, on May 17 this year, the Qinghai Provincial Commission for Discipline Inspection and Supervision’s website released a message stating that An Mula, Vice Governor of Hainan Prefecture, was suspected of serious disciplinary and legal violations and was currently under disciplinary review and supervisory investigation by the Qinghai Provincial Commission for Discipline Inspection and Supervision.
Previously, six cadres in Qinghai gathered for a drinking session in the dormitory of the Provincial Party School, resulting in one person’s death due to excessive drinking. On September 20 of the previous year, a warning and education meeting for leading cadres under provincial administration in Qinghai was held. Just on the evening of January 8 this year, the television feature “Sustained Efforts for In-Depth Advancement” also mentioned this incident. In this context, An Mula ignored Party discipline, warnings, and the “annual anti-corruption documentary,” boldly committing offenses and acting recklessly, which was truly baffling.
A detail is that after the incident involving the six cadres’ drinking, Qinghai launched a special education and rectification campaign to promote reforms based on the case. The An Mula incident also reflects the difficulty in curbing officials’ violations of drinking regulations, highlighting the imperative to intensify investigation and punishment efforts. More importantly, a more rigorous and efficient institutional arrangement should be established to deter relevant officials from violating drinking regulations.
