Yunnan Officials Under Investigation for Serious Violations of Discipline and Law

According to a report from the Yunnan Provincial Commission for Discipline Inspection and Supervision on November 14, two high-ranking officials in Yunnan Province are currently under investigation for severe violations of discipline and law.

  1. Yang Jian – Former Deputy Chairman of the Environmental and Resource Protection Committee of the Yunnan Provincial People’s Congress:
  • Yang Jian, a male of the Bai ethnic group, was born in October 1963 in Heqing, Yunnan. He joined the Communist Party of China in January 1984 and began his career in July 1985. He holds a graduate degree from the Central Party School.
  • Yang has held various positions in Dali Prefecture, including Director of the Foreign Affairs Office and Director of the Reception Bureau. In 2001, he became Secretary of the Party Committee of Xiangyun County, and in 2004, he was appointed as a member of the Standing Committee of the Dali Prefectural Party Committee, rising to a deputy department-level position.
  • He later served as Secretary of the Dali Municipal Party Committee, Secretary-General of the Prefectural Party Committee, and Deputy Secretary of the Dali Prefectural Committee. In 2013, he became Chairman of the Dali Prefectural Political Consultative Conference and in 2016, he was made Governor of Dali Prefecture.
  • Yang had previously faced accountability twice: in December 2019, he was reprimanded due to ecological issues concerning Erhai Lake, and in February 2020, he faced accountability again for the illegal detention of out-of-province epidemic prevention masks in Dali City.
  1. Yang Kun – Deputy Governor of Dali Prefecture and Director of the Public Security Bureau:
  • Yang Kun, a male of the Han ethnic group, was born in May 1972 and holds a college degree from the Central Party School. He is also a member of the Communist Party of China.
  • He is currently serving as the Deputy Governor and Director of the Public Security Bureau of Dali Prefecture. In an announcement released on October 24, it was noted that he was proposed for the position of Standing Committee Member of the Prefectural (Municipal) Party Committee, with the public notice period running from October 25 to October 31, 2024.
  • Just two weeks after this public notice period, Yang Kun voluntarily turned himself in for investigation.

Both officials are currently under disciplinary review and supervision investigations by the Yunnan Provincial Commission for Discipline Inspection and Supervision.
