Jilin Provincial Party Committee Clarifies Standards for Selecting and Appointing Personnel: Dismiss Those Who Are Hypocritical and Fail to Deliver on Their Promises

Recently, the Organization Department of the Jilin Provincial Party Committee clarified the “Three Ups and Three Downs” in selecting and appointing officials.
On November 21, the Jilin Provincial Government Information Office held the second press conference in a series themed on implementing the spirit of the Fifth Plenary Session of the 12th Provincial Party Committee, according to the WeChat official account “Jilin Fabu”.
At the conference, Wang Qi, Deputy Minister of the Organization Department of the Jilin Provincial Party Committee, introduced that the reform of the party building system is targeted and directed. The original intention and overall goal of the party building system reform proposed by the Fifth Plenary Session of the 12th Provincial Party Committee is to focus on mobilizing the enthusiasm, initiative, and creativity of party members and cadres across the province to pursue reform and promote development. By establishing rules, rewarding the excellent and punishing the inferior, and eliminating vice and ushering in virtue, we aim to encourage party organizations at all levels and party members and cadres to actively promote reform and development. Specifically, we aim to achieve “five more” goals.
Firstly, make the orientation for selecting and appointing officials more distinct. Clearly state what the Provincial Party Committee advocates and opposes in selecting and appointing officials, promoting those who are capable, dare to take responsibility at critical moments, and have outstanding achievements, while demoting those who are hypocritical, fail to act on their words, disregard objective laws and act recklessly, touching red lines and bottom lines, or shy away from reform, thereby leading the orientation for officers to take initiatives and start businesses with the correct orientation for appointing officials.
Secondly, make the pursuit of high-quality development more steadfast. Focus on significantly improving the promotion of high-quality development, adhere to the dual approach of positive guidance and negative constraints, improve the performance evaluation mechanism for promoting high-quality development, better leverage the incentive and constraint effects of performance evaluation, tighten and consolidate the political responsibility for promoting high-quality development, urge cadres to consciously use the “baton” and “traffic lights” of the new development concept to guide and advance work, and ensure that “development must be, and can only be, high-quality development”.
Thirdly, make the incentive effect of taking responsibility more prominent. Based on making taking responsibility a distinctive trait of Jilin cadres, boldly appoint cadres who are capable and achieve results within the scope permitted by policies. As long as cadres do not have political or integrity issues and wholeheartedly consider the cause, any mistakes or deviations that are not due to subjective intentions will not affect their normal use, giving cadres more confidence to boldly forge ahead and experiment.
Fourthly, make the leading role of talents more powerful. Focus on utilizing talents as the “primary resource”, emphasize improving quality and efficiency, and coordinate the integrated reform of education, technology, talents, and industry. By integrating the “talent chain” with the “industry chain”, “innovation chain”, and “capital chain”, we aim to align the scale and structure of talents with the demands of high-quality development, combine technological innovation with production practice, and foster closer integration of education, technology, talents, and industry.
Fifthly, make the support from grassroots foundations more solid. With the goal of strengthening grassroots construction and enhancing execution, we focus on promoting grassroots party building to integrate into and serve the overall situation, continuously improve the quality of “two coverages”, better leverage the “two roles” of grassroots party organizations and party members, and strengthen the “two functions” of party organizations.
The Paper noted that previously, Wang Qiushi, Member of the Standing Committee of the Jilin Provincial Party Committee and Minister of Organization, had disclosed in an article published in the 9th issue of “Party Building Research” in 2024 that the province, based on annual evaluations, had adjusted 11 provincial-level cadres due to insufficient ability, poor performance, and mediocre achievements, thereby motivating cadres to boost their morale.
Earlier, on November 13, the opening ceremony of the seminar for leading cadres in Jilin Province to study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the Third Plenary Session of the 20th Central Committee was held. Huang Qiang, Secretary of the Jilin Provincial Party Committee, emphasized at the opening ceremony that cadres should take the lead and not act as “absentee landlords” or “middlemen”. The responsible comrades of party committees, people’s congresses, governments, and political consultative conferences at all levels must firmly establish the belief that “no one is an outsider or observer in reform” and should take the lead in carrying the burden, leading, supporting, participating in, and promoting reform with practical actions, leaving deep impressions and achieving solid results, allowing no one to stand aside and wait.
“I often say that a lion leading a flock of sheep can turn them into a ‘lion pack’. I hope everyone can be lions, not sheep, and lead their regions, departments, and industries to become fearless and invincible ‘lion packs’, charging forward and conquering fortresses!” he mentioned.
At the press conference on November 21, Huang Feiyu, a member of the Department Committee of the Organization Department of the Jilin Provincial Party Committee, introduced the work on building the style of cadres. The Organization Department of the Provincial Party Committee resolutely implements the deployment requirements of the Provincial Party Committee and has issued the “Implementation Opinions on Further Establishing a New Style of Work, Encouraging Cadres to Be Bold in Reform and Take Responsibilities”. A series of “combination punches” have been launched in terms of work measures, mechanisms, and policies.
Firstly, be clear and consistent in setting the orientation. The issue of orientation is crucial, and appointing the right people is the greatest incentive for cadres. We explicitly propose “five vigorously selecting” and “five resolutely not using”, clarifying the standards and attitudes of the Provincial Party Committee in appointing officials. We adhere to identifying cadres on the main battlefield of high-quality development and the forefront of reform and attack, conduct excellent case selections for promoting reform and development, implement comprehensive evaluations aimed at rewarding the excellent and punishing the inferior, conduct special and dynamic evaluations focusing on outstanding and problematic teams, and accurately assess the true effectiveness of cadres in promoting high-quality development. We explore and innovate methods for examining the political ecology of leadership teams and the political qualities of leading cadres, strictly guard the political threshold, research and formulate methods for examining the social performance of leading cadres, establish a system for comprehensively understanding the political, professional, and social performance of cadres, and accurately identify cadres. We truly bring those who perform exceptionally well into the organization’s view, dare to break implicit steps, do not follow the practice of promoting people based on seniority, reflect good orientations in each batch of cadre adjustments and each cadre appointment, and provide a stage for cadres who think, act, and achieve to showcase their talents.
Secondly, advocate strictness and practicality in fostering a new style, with actions speaking louder than words. Reform requires real efforts, and opening up new work situations requires a fresh style. We explicitly propose “four vigorously advocating” and “four resolutely opposing”, fostering a new style of seeking truth from facts, striving for excellence, daring to explore and try, and learning, thinking, practicing, and understanding, guiding cadres to want to act, dare to act, be good at acting, and enjoy acting. We encourage cadres to establish and practice the correct view of achievements, improve mechanisms for preventing and correcting deviations in the view of achievements, conduct annual evaluations of the view of achievements, conduct retrospective investigations into deviations in the view of achievements, and severely deal with behaviors such as “achievement projects”, “image projects”, and “face projects”. We improve the system for the transfer of primary leaders of leadership teams, promote new officials to address old issues, and ensure continuous efforts from one term to the next. We improve specific, precise, and normalized measures for political supervision by organization departments, focus on the implementation of major reform tasks assigned by the Provincial Party Committee from the perspective of managing leadership teams and cadres, and encourage cadres to firmly uphold their reform stance and implement tasks without discount.
Thirdly, encourage exploration and tolerate failure in emphasizing incentives. As cadres, we should take the lead in “doing”, and as an organization, we should support cadres. We adhere to the principle of balancing incentives and constraints and actively implement the requirement of “distinguishing three types of situations”. We resolutely promote fault tolerance and correction work, establish lists of fault-tolerant items covering different fields, and tolerate all faults that meet the fault-tolerant standards. We establish a mechanism to strictly prevent the generalization of accountability and implement a mechanism for judging and consulting on organizational accountability, promoting scientific and precise accountability. We strengthen the clarification and vindication of false accusations, severely investigate and punish false accusations and framing, strengthen the care and use of cadres who have been disciplined, and truly support those who take responsibilities, are accountable, and are dedicated to their work.
