According to a report from a popular news client, on the morning of November 21, the Shandong Provincial Party Committee and Provincial Government held a symposium for private enterprises in Jinan. Lin Wu, Secretary of the Provincial Party Committee, attended the symposium and delivered a speech. Zhou Naixiang, Deputy Secretary of the Provincial Party Committee and Governor, presided over the event. Ge Huijun, Chairman of the Provincial Political Consultative Conference, and Yang Dongqi, Deputy Director and Party Secretary of the Provincial People’s Congress Standing Committee, were also present.
The report stated that 60 private entrepreneurs were invited to attend the symposium. At the symposium, 10 private entrepreneurs, including Zhang Bo, Jiang Bin, Xia Ningwu, Qu Tao, Yu Xiaoning, Huo Shengjun, Han Yongguang, Zhang Wei, Xu Yunting, and Zhao Chao, made speeches, while other entrepreneurs submitted written statements. Everyone spoke freely and put forward suggestions on supporting the development of private enterprises under the current situation.
Additionally, the main responsible comrades from the Shandong Provincial Development and Reform Commission, Provincial Department of Industry and Information Technology, Provincial Party Committee Financial Office, and State Grid Shandong Electric Power Company provided interpretations of relevant national policies and proposed specific measures to alleviate difficulties and improve efficiency for enterprises.
After listening to everyone’s speeches, Lin Wu delivered a speech. He pointed out that currently and in the coming period, China’s development faces an environment where strategic opportunities and risks and challenges coexist, with favorable conditions outweighing unfavorable factors. Shandong Province is in a critical stage of accelerating transformation and moving from being large to strong, with a good momentum of high-quality development. Shandong is a major province for the private economy, which is an irreplaceable core force for Shandong’s development. The private economy has broad prospects, and private enterprises have great potential. It is essential to closely follow the overall situation of advancing Chinese-style modernization, accurately grasp the developments and changes in the international situation, the economic development situation of our country, and the favorable situation of our province’s development, always adhere to the “two unswervingly” and “three remain unchanged,” strengthen development confidence and determination, consolidate advantages, make up for shortcomings, and continuously promote the growth and strengthening of our province’s private economy.
Lin Wu noted that at present, private enterprises still face many new situations and problems. Departments at all levels should focus on prominent contradictions and issues, and make every effort to alleviate difficulties and provide support for enterprise development. Efforts should be made to maintain the equal status of market entities, break down various hidden barriers, and create an orderly competitive environment. Multiple measures should be taken to solve the problem of overdue payments to enterprises, adhere to addressing both the symptoms and root causes, improve long-term mechanisms, and help enterprises reduce their burdens. Efforts should be made to build platforms and improve policies for enterprises, support them in exploring markets and increasing increments, and boost private investment confidence. Efforts should be made to broaden financing channels for private enterprises, increase credit support, and effectively solve the problems of difficult and expensive financing. Efforts should be made to strengthen factor guarantees, build a unified and comprehensive factor market trading platform across the province, strengthen potential tapping and integration, and increase support. Efforts should be made to institutionally build bridges for a close and clean relationship between government and businesses, strengthen contact and communication, improve relevant systems, seriously study the suggestions proposed by enterprises, and help them solve practical problems. Relevant departments should ensure effective tracking and scheduling to ensure that every enterprise’s request receives a response and is addressed.
He emphasized the need to vigorously create a first-class market-oriented, law-based, and internationalized business environment, optimize the “soft environment” for development with “hard measures” for reform, and allow private enterprises to operate freely, travel light, and concentrate on development. It is necessary to optimize the market’s legal environment, strengthen the support of legal systems, standardize law enforcement inspections involving enterprises, and protect the property rights of private enterprises and the rights and interests of entrepreneurs in accordance with the law. It is necessary to optimize the government service environment, promote policy implementation with greater intensity, deepen the reform of the approval system at a deeper level, and implement digital government affairs to a higher standard. It is necessary to optimize the social public opinion environment, strengthen positive publicity, tell the stories of entrepreneurs well, set good examples of entrepreneurs, and promote the bright prospects of the Chinese economy.
Public information shows that the 10 private entrepreneurs who spoke at the symposium were Zhang Bo, Chairman of Shandong Weiqiao Pioneering Group Co., Ltd., Jiang Bin, Chairman of Goer Group Co., Ltd., Xia Ningwu, Party Secretary of Shandong Tianyu Advanced Material Co., Ltd., Qu Tao, Assistant to the Chairman and General Manager of Shandong Contemporary Amperex Technology Co., Ltd., Yu Xiaoning, Chairman and President of Dawn Group Co., Ltd., Huo Shengjun, Chairman of Qingdao Mengdou Network Technology Co., Ltd., Han Yongguang, Chairman of Aubo (Shandong) Intelligent Robotics Co., Ltd., Zhang Wei, Chairman of Shiheng Special Steel Group Co., Ltd., Xu Yunting, Party Secretary and Chairman of Lihua Yili Group Co., Ltd., and Zhao Chao, President of Shandong Buchang Pharmaceuticals Co., Ltd.
Recently, the All-China Federation of Industry and Commerce released the 2024 list of China’s top 500 private enterprises, with 50 Shandong private enterprises listed. Additionally, 59 Shandong enterprises were included in the list of China’s top 500 private manufacturing enterprises, maintaining the third place nationwide in terms of the number of listed enterprises. Furthermore, in the recently released 2024 list of China’s top 500 enterprises, 55 Shandong enterprises were listed, surpassing Guangdong in number and securing the second place.
Regarding this, a commentary article from Shandian News pointed out that over the years, the Shandong Provincial Party Committee and Provincial Government have attached great importance to the development of the private economy and successively issued a series of policies to support the high-quality development of the private economy. By injecting “policy vitality,” they have nourished the soil for the development of the private economy. From the “Regulations on Promoting the Development of the Private Economy” to the “Several Opinions on Supporting the High-Quality Development of the Private Economy,” and then to the three batches of policy lists for “promoting economic consolidation and improvement, and accelerating high-quality green and low-carbon development,” each policy has provided timely assistance, allowing private enterprises to feel tangible support.
