Nine months after the investigation was announced, Long Fei, the former leader of the Discipline Inspection and Supervision Group of China Southern Power Grid Co., Ltd., has recently been indicted.
On November 21, the WeChat public account “Supreme People’s Procuratorate” released a message stating that the case involving Long Fei, the former Party member and leader of the Discipline Inspection and Supervision Group of China Southern Power Grid Co., Ltd., who was suspected of accepting bribes, had been investigated and concluded by the National Supervisory Commission. Upon designation by the Supreme People’s Procuratorate in accordance with the law, the case was reviewed for prosecution by the Yantai Municipal People’s Procuratorate in Shandong Province. Recently, the Yantai Municipal People’s Procuratorate has indicted the case to the Yantai Intermediate People’s Court.
During the review and prosecution stage, the procuratorial organs informed the defendant Long Fei of his litigation rights in accordance with the law, interrogated the defendant, and listened to the opinions of the defender. The procuratorial organs indicted and accused: The defendant Long Fei, by utilizing his position as the secretary of the General Manager’s Office of the China Aerospace Electromechanical Group Corporation, the deputy director and director of the General Office of China Aerospace Science and Industry Corporation, the Party member and leader of the Discipline Inspection Group of China Three Gorges Corporation, and the Party member and leader of the Discipline Inspection and Supervision Group of China Southern Power Grid Co., Ltd., as well as the convenience formed by his authority or status, sought benefits for others and illegally accepted property from others, with an extremely large amount, and should be held criminally liable for bribery in accordance with the law.
The prosecution’s accusation revealed that Long Fei had begun accepting bribes as early as when he served as the secretary of the General Manager’s Office of the China Aerospace Electromechanical Group Corporation.
Public information shows that Long Fei, born in August 1969, is of Han nationality, joined the workforce in August 1992, is a member of the Communist Party of China, holds a master’s degree, and is a senior engineer.
Long Fei had worked in the aerospace system for a long time, serving successively as a cadre at the 502nd Institute of the Fifth Research Institute of the China Aerospace Corporation, deputy secretary and secretary of the Youth League Committee of the Fifth Research Institute, secretary of the Youth League Committee and concurrent director of the Youth Work Department of the Political Department, secretary of the General Manager’s Office of the China Aerospace Electromechanical Group Corporation, director of the General Manager’s Office and Party secretary of the General Office of the China Aerospace Science and Industry Corporation, deputy inspector at the deputy bureau level, deputy director and director of the General Office, director of the General Office and concurrent chairman of the China Aerospace Science and Industry Shenzhen (Group) Co., Ltd., and other positions.
In June 2014, Long Fei was appointed as a Party member and leader of the Discipline Inspection Group of China Three Gorges Corporation, and six years later, he took up the position of Party member and leader of the Discipline Inspection and Supervision Group of China Southern Power Grid Co., Ltd.
On February 5, 2024, the website of the Central Commission for Discipline Inspection and National Supervisory Commission announced that Long Fei was suspected of serious violations of discipline and law and was under discipline review and supervisory investigation by the Central Commission for Discipline Inspection and National Supervisory Commission. Six months later, Long Fei was announced to have been expelled from both the Party and his public position.
The announcement from the Central Commission for Discipline Inspection and National Supervisory Commission stated that Long Fei had lost his ideals and beliefs, abandoned his original aspiration and mission, ignored the spirit of the Central Eight-Point Regulations, and frequently accepted banquets, fitness, and entertainment arrangements that might affect the fair execution of official duties for a long time; he deviated from organizational requirements, failed to truthfully explain issues during organizational talks, did not report personal matters as required, and sought benefits for others and accepted bribes in cadre selection, employee recruitment, and other work; he lost his bottom line of integrity, illegally accepted gifts and cash, borrowed large amounts of money from management and service targets, engaged in profit-making activities in violation of regulations, and indulged in power-for-sex and money-for-sex transactions; he was morally corrupt and depraved; he violated discipline while enforcing it and broke the law while enforcing it, using the power granted by the organization as a tool for personal gain, seeking benefits for others in job transfers, business operations, project contracting, and other aspects by utilizing his position, and illegally accepting huge amounts of property.
Long Fei seriously violated the Party’s organizational discipline, integrity discipline, and life discipline, constituted serious duty violations, and was suspected of committing bribery crimes. Moreover, he did not converge or desist after the 18th National Congress of the Communist Party of China, which was serious in nature and had a malicious impact, and should be dealt with severely. In accordance with relevant provisions such as the “Regulations on Disciplinary Actions of the Communist Party of China,” the “Supervision Law of the People’s Republic of China,” and the “Administrative Punishment Law for Public Officials of the People’s Republic of China,” after deliberation by the Standing Committee of the Central Commission for Discipline Inspection and approval by the Central Committee of the Communist Party of China, it was decided to expel Long Fei from the Party; the National Supervisory Commission expelled him from his public position; his illegal gains were confiscated; and his suspected criminal offenses were transferred to the procuratorial organs for review and prosecution in accordance with the law, along with the related property.
On August 23, 2024, the Supreme People’s Procuratorate released a message stating that the case involving Long Fei, the former Party member and leader of the Discipline Inspection and Supervision Group of China Southern Power Grid Co., Ltd., who was suspected of accepting bribes, had been investigated and concluded by the National Supervisory Commission and transferred to the procuratorial organs for review and prosecution. Recently, upon designation by the Supreme People’s Procuratorate, the Shandong Provincial Procuratorate made an arrest decision for Long Fei on suspicion of bribery in accordance with the law. The case is currently under further investigation.
