Heilongjiang Makes Further Arrangements for the Incident of Siberian Tiger Crossing the Border.
According to the official website of the Heilongjiang Provincial Forestry and Grassland Bureau, on the morning of November 20, Hou Xumin, Secretary of the Party Leadership Group and Director of the Provincial Forestry and Grassland Bureau, promptly learned about and directed the prevention and protection work for the Siberian tiger through mobile video dispatch. He conducted a video call with relevant experts from the frontline command using a mobile phone to further coordinate and promote the prevention and protection efforts for the Siberian tiger, striving to ensure the safety of both humans and the tiger.
Yang Jun, Dean of the Heilongjiang Provincial Forest Inventory and Planning Institute, reported on the distribution of forest resources and terrain in the area where the Siberian tiger was active in Boli County. Hou Xumin carefully examined the topographic map of the key areas where the Siberian tiger was active, analyzed and judged the passages for the tiger to enter villages, and made further arrangements and requirements for the next steps based on the local forest resource distribution and terrain.
Hou Xumin emphasized that all localities and departments should fully understand the current situation, further enhance the sense of responsibility and urgency for the prevention and protection of the Siberian tiger, shoulder the political responsibility, and earnestly perform their duties. It is necessary to strengthen emergency response, adhere to scientific and effective responses, ensure the safety of people’s lives and property, and do a good job in analysis and judgment, duty shifts, and improving contingency plans. The people’s defense line should be strengthened by adding warning signs, banners, and distributing promotional materials on Siberian tiger prevention measures in key areas such as Siberian tiger activity zones, townships, villages, and forest farms. For highway bridges and culverts where the Siberian tiger may enter or exit, far-infrared cameras should be installed for all-weather monitoring. Departmental collaboration and joint efforts should be strengthened. For areas where the Siberian tiger may appear, emergency, public security, border defense, health, and other relevant departments should closely deploy defenses, comprehensively strengthen patrols using drones, and build a solid safety line for both humans and tigers. Every effort should be made to ensure the reserve of emergency supplies, increase personnel deployment in key areas while ensuring absolute personnel safety, and do everything possible to prevent and protect the Siberian tiger, effectively safeguarding the lives and property of the people.
Previously, the Boli County Forestry and Grassland Bureau announced on November 18 that at 6:38 am that day, the county’s 110 command center received a report: “At around 6 am, tiger tracks were found in Changtai Village, Jixing Korean and Manchu Ethnic Township, Boli County.” After initial verification on site, a villager in Changtai Village was bitten on the left hand by a tiger and is currently receiving medical treatment. The injured person is in stable condition with stable vital signs. Staff from the county public security bureau, forestry and grassland bureau, emergency management bureau, and local townships have arrived on site to track the tiger’s movements.
Boli County is located in eastern Heilongjiang, with a total area of 2,390 square kilometers. It governs 5 towns, 5 townships, 133 administrative villages, and 11 state-owned forest farms, with 1.74 million mu of cultivated land and 1.46 million mu of forest land, accounting for 40.7% of forest coverage. Since November 18, counties and cities such as Mishan, Huanan, and Yilan around Boli County have successively issued notices on strengthening the prevention and protection of Siberian tigers.
On November 19, the Heilongjiang Provincial Forestry and Grassland Bureau held a video conference on the protection of Siberian tigers, with a branch meeting set up in Boli County. Liu Zhenggang, Director of the Wild Animal and Plant Protection Division of the Provincial Forestry and Grassland Bureau, experts from the Felidae Research Center of the National Forestry and Grassland Bureau, and key officials from the municipal and county forestry and grassland bureaus attended the meeting at the Boli branch.
During the video conference, a report on the Siberian tiger crossing the border in Boli County was heard; Liu Zhenggang reported on the activity situation of Siberian tigers in Heilongjiang Province; Experts from the Felidae Research Center of the National Forestry and Grassland Bureau provided special training on risk prevention for conflicts caused by Siberian tigers and leopards in terms of preventive measures, information management, and the establishment of a long-term emergency rescue mechanism, and conducted analysis and judgment on the distribution and activity patterns of Siberian tigers; The meeting also made specific arrangements and deployments for the next steps regarding the protection of Siberian tigers.
The Boli County Forestry and Grassland Bureau stated that it will earnestly implement the spirit of this meeting, learn from the experiences and practices in the training, strengthen efforts in deployment, prevention, and public opinion propaganda, enhance emergency response capabilities, and effectively carry out the prevention and protection work for the Siberian tiger crossing and wildlife.
According to the Northeast Tiger and Leopard National Park Administration, after the incident where a Siberian tiger entered a village in Changtai Village, Jixing Township, Boli County, and injured a villager, the administration immediately activated the emergency response plan and insurance claim procedures, coordinated with insurance companies to send working groups to the scene to assist local forestry and grassland departments in conducting investigations. If it is confirmed that a wild Siberian tiger was involved, the insurance claim procedure will be immediately initiated. Following the principle of prioritizing people’s livelihood, medical expenses will be advanced for the injured to provide the most timely and effective care and assistance to the injured individuals.
According to the Northeast Tiger and Leopard National Park Administration, the location of this incident is about 200 kilometers away from the Northeast Tiger and Leopard National Park, which is not within the scope of the national park. According to the “Compensation Measures for Losses Caused by Wildlife in the Northeast Tiger and Leopard National Park (Trial)”, for personal injuries caused by wild Siberian tigers and leopards throughout Jilin and Heilongjiang provinces, after on-site verification by the insurance company, corresponding economic compensation for personal injuries will be provided in accordance with the procedures.
