We must resolutely prevent illegal law enforcement in different regions and profit-driven law enforcement, and effectively safeguard the legitimate rights and interests of private enterprises and entrepreneurs… On January 14th, the Third Session of the 14th People’s Congress of Zhejiang Province opened, and Deputy Governor Liu Jie mentioned this in his government work report.
This year, Zhejiang will focus on 11 key areas, and “playing the leading role of economic structural reform to enhance development momentum” is one of them. The report mentioned in this aspect of work that it will promote the high-quality development of the private economy. It will further implement the “Zhejiang Province’s Optimization of the Business Environment Regulations,” deepen the reform of “two healthy” development, implement the 32 policies for the private economy, promote measures such as “3 70% and 7 not allowed” to land accurately. It will carry out a special campaign to standardize law enforcement involving enterprises, resolutely prevent illegal law enforcement in different regions and profit-driven law enforcement, effectively safeguard the legitimate rights and interests of private enterprises and entrepreneurs. It will strengthen the construction of a credit system for business entities, maintain fair and equitable market order, actively build a clean and clear political-business relationship, promote the high-quality growth of young private entrepreneurs, improve normal communication and interaction between government and enterprises, and establish a closed-loop solution mechanism for issues related to enterprises. It will make every effort to promote the resolution of outstanding accounts issues, strictly implement local responsibility, continue to play the leading role of government and state-owned enterprises in clearing overdue payments, strengthen law enforcement supervision and punishment for dishonesty, and improve the long-term mechanism for clearing overdue enterprise accounts.
The Paper (www.thepaper.cn) noticed that at a series of themed press conferences on promoting high-quality development held on March 27th last year, Du Xuliang, Director of the Zhejiang Provincial Development and Reform Commission, stated that Zhejiang is fully committed to safeguarding the development of the private economy and creating new advantages for its development. In terms of the policy environment, to further break through “glass doors,” “hidden doors,” and “spring doors,” it has proposed “seven not allowed” including “not limiting the ownership form, organizational form, or equity structure of bidding parties,” to eliminate obstacles for private enterprises to participate in bidding activities fairly. To fully meet the urgent need for resource element guarantees of private enterprises, it has innovatively proposed a “3 70%” guarantee mechanism for essential resources, with more than 70% of industrial funds, newly added land use, and newly added energy consumption supporting private investment projects.
According to previous reports by The Paper, on November 20th last year, the Zhejiang Provincial People’s Procuratorate held a press conference to report on the progress of the province’s “Prosecutorial Enterprise Protection” special campaign and announced a batch of typical cases. The procuratorate launched a special supervision on profit-driven law enforcement judicial issues last year, helping 123 companies unfreeze account funds worth more than 70 million yuan. During this special campaign, the procuratorate focused on profit-driven law enforcement judicial issues, conducted special supervision; focused on internal corporate corruption, conducted special crackdowns; focused on shell company chaos, conducted special governance; and focused on enterprise-related litigation burdens, conducted special cleanups.
