This year, the Ministry of Justice plans to deploy the “Notary Public Service Standardization and Quality Improvement” campaign. On January 13th, reporters learned at the national judicial department (office) conference that by 2025, the Ministry of Justice will focus on improving the quality and credibility of legal services, allowing people to truly feel the convenience, efficiency, and fairness of legal services.
The leading party group of the Ministry of Justice attaches great importance to serving the people and actively promotes the implementation of the State Council’s “efficient handling of one thing” policy. In terms of notary services, in response to the strong feedback from the public about the difficulties and complexities in obtaining certificates, the party group has studied and determined to organize a three-year action to improve the quality and efficiency of notary services.
In 2023, the “Notary Public Service Certificate Reduction for Convenience” campaign was launched, emphasizing the word “reduction”. The public was announced with a list of 33 categories and 81 items of supporting documents, with 116 unnecessary supporting documents being deleted, achieving a reduction of 29.3%. This effectively resolved issues such as circular and unnecessary certificates, and was widely welcomed by the public.
In 2024, the “Notary Public Speed Increase and Efficiency Enhancement” activity was launched, emphasizing the word “speed”. Seven measures were introduced to compress the certificate processing period, expand “one document, one-time processing”, and promote “one affair, one-stop handling”. The period for issuing a notary certificate was shortened from 15 working days to either 5 or 10 working days. The scope of “efficient handling of one thing” was expanded to 31 categories and 84 items, which was fully recognized by local party committees, governments, and the people.
In 2025, the “Notary Public Service Standardization and Quality Improvement” campaign is planned to be deployed, emphasizing the word “quality”. Specific measures such as standardizing notary practice order, optimizing certificate processing site settings, and expanding innovative notary service areas will be taken to achieve better service quality, more optimized services, and higher levels of satisfaction from the masses, promoting overall quality improvement and upgrading of the notary industry.
