The document has been sent to all provinces, autonomous regions, municipalities, and state departments and agencies for serious implementation.

Measures on Further Cultivating New Growth Points and Promoting the Prosperity of Cultural and Tourism Consumption
In order to implement the deployment requirements of the Party Central Committee and the State Council on expanding service consumption and promoting the development of the cultural tourism industry, we will leverage the power of cultural enabling and tourism leadership, deepen the integration of “culture and tourism with various industries” and “various industries with culture and tourism”, enhance product supply capacity, enrich consumption formats and scenes, better meet people’s diverse, multi-layered, and multi-faceted spiritual and cultural needs, strengthen people’s sense of gain and happiness in culture, and focus on cultivating the cultural tourism industry into a backbone industry, the following measures are proposed:
I. Enrich consumer benefits measures
1. Hold a series of cultural tourism promotion and consumption activities. Events such as the National Spring Festival Cultural Tourism Consumption Month, non-heritage exhibition performances, Joyful Ice and Snow Tourism Season, “Travel in Spring Festival, Leisure during Chinese New Year”, and “Village Evening Performance in Four Seasons” will be organized before and after the Spring Festival to create a warm and harmonious social atmosphere. In-depth promotion activities for national cultural tourism consumption will be carried out throughout the year around major tourism holidays such as Labor Day, National Day, and summer vacation, with various forms of consumption weeks, consumption months, and consumption seasons. Support各地 to strengthen cooperation in tourist exchange, resource promotion, etc. Launch the “Travel in China, Good Life” domestic tourism promotion campaign to strengthen tourism product promotion. Encourage各地 to use social media, online tourism platforms, living service platforms, etc. to carry out cultural tourism promotion and marketing.
2. Implement a consumer welfare concession action plan. Implement the “Hundred Cities Hundred Districts” cultural tourism consumption action plan, leverage the role of national cultural tourism consumption demonstration (pilot) cities, collaborate with financial institutions and cultural tourism enterprises, and invest more high-quality resources in the field of cultural tourism. Encourage local governments with conditions to introduce cultural tourism consumption vouchers, discounts and积分奖励兑换、抽奖等优惠措施 according to local conditions. Encourage各地 to explore and implement integrated cultural tourism consumption welfare measures.
3. Expand the supply of public institution services. Encourage public cultural institutions to actively carry out cultural experience, art popularization, etc. Organize art troupe performances, non-heritage workshops, etc., to carry out惠民演出和非遗展演进商圈、进景区、进街区活动. Support museums, art galleries, libraries, etc. to plan high-quality special exhibitions.
II. Meet the consumption needs of different age groups
4. Optimize family recreation services. A batch of high-quality stage dramas with children as the theme will be launched, and innovative performance scenes and forms will be introduced. Shopping malls, scenic spots, business districts, etc., are encouraged to introduce family entertainment parks, non-powered children’s playgrounds, handicraft workshops, etc. To better meet the needs of multi-child families for travel accommodation under the family support policy for childbirth, hotels and guesthouses are encouraged to launch quality family rooms and children’s rooms to create family-friendly resorts.
5. Innovate development of research travel. Promote the healthy and orderly development of travel agencies engaged in research travel business. Encourage various units with research travel resources to provide quality resources to enrich research travel supply. Launch a number of high-quality research travel campsites bases and courses, cultivate a batch of high-quality research travel brands and enterprises. Actively develop inbound research travel.
6. Improve the quality of elderly cultural tourism services. Develop silver economy products such as health maintenance, slow travel, family travel, nostalgia travel, off-peak travel, etc., and launch more quality cultural products such as operatic dramas, folk arts, calligraphy painting exhibitions suitable for the elderly crowd such as radio broadcast movies music dance short video etc., improve the well-being of the elderly Enhance their sense of happiness during travel.. The management work of TV operation in hotels will be improved to enhance the viewing experience of elderly tourists during their travels..
