The Weiyang District of Xi’an responds to “A community forces people to enter their facial recognition and ID numbers”: cannot be forced

Recently, a Xi’an netizen reported on the People’s Daily Online “Leader Message Board” about the inconvenience caused by the replacement of the access control system in their residential area.

The netizen commented that Evergrande International City has replaced its community access control system, requiring residents to register and record their facial recognition, personal ID number, and other personal information.

“When I refused to record my facial recognition, the property management issued me a card to open the gate, but visitors need to open the door through a mobile app.” The homeowner asked whether the property management has the right to require residents to record their faces and other personal information. Is there any potential risk in using the app, which may involve the leakage of personal information? Who will be responsible if there is a leakage of personal information or other information security issues?

On January 9th, the Weiyang District Government of Xi’an replied that property management must obtain the consent of homeowners before using the access control system and cannot force homeowners to record their facial information.

The reply stated that if homeowners do not agree to use the new access control system, property management must provide other reasonable ways of verification, such as passwords or keys. Property management has also reported that the current app used has been registered and signed with confidentiality agreements to ensure the security of homeowners’ information.

“The街道(street)has instructed property management companies to communicate more with homeowners during the implementation of the new access control system, take reasonable consideration of homeowners’ requests, resolve disputes promptly, and build a harmonious community.” The reply stated.
