Shanghai Jing’an: There are 92 buildings with tax revenue of one billion yuan or more. 234 first stores of various brands were introduced last year
On January 8th, the 6th Plenary Session of the 2nd People’s Congress of Jing’an District, Shanghai opened. The deputy mayor and secretary of the Party Committee of Jing’an District made a government work report to the conference.
According to the report, in 2024, the economic indicators of Jing’an District are stable and advancing. In the first three quarters, the district achieved a GDP of 204.53 billion yuan, with a year-on-year growth of 3.6%. The general public budget revenue of the district reached 30.22 billion yuan, with a year-on-year increase of 5%, maintaining its position as the first in central urban areas. It is expected to achieve a total retail sales of social consumer goods of 160 billion yuan, ranking first in central urban areas, and a total investment in fixed assets of 47.044 billion yuan, with a year-on-year increase of 10%. There are 92 tax-paying buildings in the district, including 9 “billion-tax buildings”.
In the past year, Jing’an District has continued to strengthen its high-end service advantages. The construction of the “billion-dollar business district” along Nanjing West Road has been accelerated, and a total of 234 new flagship stores were introduced throughout the year, ranking first in all districts of the city. The “Global Service Provider” plan has been further implemented, guiding global service institutions to enable technological innovation and cross-border expansion. The district also hosted 103 institutions on its list of global service providers and strengthened its headquarters economy by adding 20 new regional headquarters and other types of headquarters for multinational companies throughout the year.
In terms of key projects, Jing’an plans to start construction on an area of 1 million square meters in 2024 and complete construction on an area of 1 million square meters. It will continue to promote the construction of Beiheng channel project in Jing’an section, complete the renovation of aging gas pipelines of 55.2 kilometers, perform major repairs on 17 roads, improve waterlogging issues, and complete the project of putting overhead lines underground.
In terms of city appearance, Jing’an will carry out the creation of three city-level “beautiful blocks” in 2024, improve the landscape lighting along the “One River, One Ring, Two Elevated Highways” and Nanjing West Road business district, and add four high-standard cleaning areas. A “pocket park belt” will be built on Changping Road, and various green spaces, vertical greening, and greenways will be built with a total area of 81 thousand square meters, 25 thousand square meters, and 27 kilometers respectively.
In terms of improving living conditions, Jing’an will fully accelerate the transformation of “two old” projects in 2024, implement the expropriation of 10 scattered old改造地块, launch the last batch of seven small beam thin plate non-matching housing reconstruction projects. The construction of “beautiful homes” will be steadily promoted, with the renovation and transformation of 1 million square meters of old housing completed and seven rainwater and sewage mixed connection transformation projects carried out. A total of 203 elevators will be installed and completed for multi-storey residential buildings.
In terms of services for the elderly and children, Jing’an launched a smart pension platform (phase one) in 2024, and its “five-bed linkage” service model was selected as one of the ten innovative measures in Shanghai’s medical reform. Meal delivery services for the elderly have achieved cross-street settlement with leading supply capacity in the city. The district has built a city-level pilot practice area for children’s friendliness, with 10 new reading spaces for children’s friendly cities built, five new community childcare “baby rooms” established, and a three-level service network of early childhood education centers improved to provide parenting guidance to more than 230 thousand people throughout the year.
According to the report, the main expected targets for Jing’an’s economic and social development in 2025 are: achieving around 5% growth in GDP; a year-on-year increase of 2% in general public budget revenue at the district level; achieving a total retail sales volume of social consumer goods worth 170 billion yuan; around 5% growth in total investment in fixed assets; and implementing 48 people-oriented practical projects in ten aspects.
