China’s Central Military Industrial Enterprises Such as China Aviation Industry Group Start Headquarters Restructuring: Against Bureaucratization and Establishing Substance at Headquarters
Recently, several central state-owned enterprises, including China North Industries Group Corporation Limited and China Aviation Industry Group Corporation Limited, have announced the advancement of their headquarters institutional reforms.
According to the official website of China North Industries Group Corporation Limited on January 6, the group corporation held a meeting to promote the reform of its headquarters on January 3. Cheng Fubo, the secretary of the Party Leadership Group and chairman of the board, attended the meeting and spoke. Jiang Liangping, the deputy secretary of the Party Leadership Group and member of the board, presided over the meeting and announced the notice on adjusting and optimizing the group corporation’s headquarters organization.
Cheng Fubo pointed out that the headquarters is the “brain” and “hub” of the group corporation, playing a special and crucial role in implementing the decisions and policies of the Party Central Committee, guiding and promoting deepening reforms and innovation development in various units. In the new era and new journey, the headquarters must undertake the responsibility of being a “first echelon” and fulfill its mission. All departments and employees of the headquarters need to strengthen their overall situation awareness, deeply understand the importance and necessity of the current reform of the headquarters institution, and with solid and effective reform achievements, better ensure the implementation of General Secretary Xi Jinping’s important instructions and directions as well as the decisions and policies of the Party Central Committee. They should also strengthen headquarters capacity building with advanced concepts, methods, and standards, and better meet the higher expectations of grassroots units for the headquarters.
Cheng Fubo emphasized that the current headquarters institutional reform focuses on strategic guidance, customer orientation, problem orientation, and efficiency. Earlier, on December 31st, 2024, China Aviation Industry Group Corporation Limited held a collective talk and announcement meeting on headquarters institutional reform, announcing the adjustment of headquarters organization and personnel arrangements. Zhou Xinmin, the secretary of the Party Leadership Group and chairman of the board, emphasized that the reform of AVIC headquarters is a systematic self-revolution. The core is to solidify the headquarters, promote “de-官僚化”, strengthen the awareness of serving grassroots units, and focus on value creation. By clarifying responsibility interfaces, constructing a scientific responsibility system; following process methods to optimize internal departments; targeting functional positioning to reasonably match departmental staffing; emphasizing role play and scientific job setting based on principles such as “people following affairs” and “suitability between people and positions,” personnel allocation is supported to further deepen the reform within the group company.
