Guan Zhiou has been appointed as the Minister of Natural Resources.

According to Xinhua News Agency, the 13th meeting of the Standing Committee of the 14th National People’s Congress closed at the Great Hall of the People in Beijing on the morning of December 25th. At the meeting, it was decided to remove Wang Guanghua from his position as the Minister of Natural Resources and appoint Guan Zhiou as the new Minister of Natural Resources.

Guan Zhiou is a male, Manchu ethnic, born in December 1969 in Shenyang, Liaoning Province. He joined the Communist Party of China in December 1993 and began working in July 1995. He holds a doctoral degree in science and is currently an alternative member of the 20th Central Committee of the CPC.

He previously served as the Deputy Mayor of Shenyang City in Liaoning Province, Director and Secretary of the Party Leadership Group of the Liaoning Provincial Agricultural Committee as well as Director of the Provincial Grain Bureau, Member and Secretary of the Provincial Government Party Leadership Group, Member of the Standing Committee of Liaoning Provincial Party Committee and Chairman of Liaoning Provincial Federation of Trade Unions. In 2018, he served as Member of the Standing Committee of Shandong Provincial Party Committee, Head of Propaganda Department and Secretary of Provincial Party Education Work Committee. In 2020, he became a member of the Party Leadership Group of the Ministry of Natural Resources, and Secretary and Director of the State Forestry and Grassland Administration (National Park Administration).

On the morning of December 10th, 2024, responsible comrades from the Central Organization Department attended a leadership meeting of the Ministry of Natural Resources to announce the decision of the Central Committee: Guan Zhiou was appointed as the Secretary of the Party Leadership Group of Ministry of Natural Resources; Wang Guanghua was removed from his position as Secretary of Ministry of Natural Resources and will be assigned to another position.
