The annual event “I Provide Suggestions for the Government Work Report” is upon us. From December 20, 2024, to the National Two Sessions in 2025, the Chinese government website (www.gov.cn) has partnered with The Paper and various local government websites to hold a public suggestion collection activity titled “@State Council, I Provide Suggestions for the Government Work Report.” We will compile and organize the public’s suggestions regarding the Government Work Report and government work, which will then be forwarded for consideration by the drafting group of the Government Work Report and relevant parties.
How do businesses feel about the introduction of a package of incremental policies? What are your expectations for the “combinatorial” effects of these policies? What insights do you have on stabilizing the real estate and stock markets, preventing and resolving risks in key areas, and dealing with external shocks? We welcome your suggestions concerning fiscal and monetary policy, a unified national market, consistency in macro policy orientation, and more.
Have consumer goods been upgraded through trade-ins? What kind of support do you hope for in purchasing smartphones, smart appliances, and smart connected new energy vehicles? Has your company updated its equipment? How can we strengthen new consumption hotspots like digital, green, and smart consumption, and unleash the development potential of emotional consumption and the “Millet Economy”? We welcome your suggestions regarding expanding consumption, enhancing investment returns, and supporting “two heavy” projects.
What difficulties do children face when entering kindergarten or school? How can we promote quality and equitable development in compulsory education and expand the capacity of high-quality undergraduate programs? How can we strengthen vocational education and talent training? We welcome your suggestions on the development of technology enterprises and integrating the reform of education, technology, and talent systems.
What are your feelings regarding company registration and deregistration, financing support, settling overdue payments, and attracting investment? Have you encountered issues such as arbitrary charges and fines driven by profit-seeking law enforcement? How can a market-oriented, rule-of-law, and international-first-class business environment be created? We welcome your suggestions.
What inconveniences do foreign personnel and compatriots from Hong Kong, Macau, and Taiwan face while living and working in China? How is the operating situation of foreign enterprises in China? How is foreign trade performing? Are there challenges in shifting exports to domestic sales, and how can we assist companies in market expansion? How can we enhance self-initiated and unilateral openness? How can we better attract and utilize foreign investment? We welcome your insights on free trade pilot zones, Hainan Free Trade Port, and the Belt and Road Initiative.
After moving from rural areas to towns and cities, how are housing, residency, children’s education, healthcare, elderly care, and employment situations? What supporting policies need improvement? Share your thoughts on deepening land system reforms, balancing cultivated land occupation and compensation, encouraging grain cultivation, increasing farmers’ incomes, modern urban clusters, and county economies.
What are your views on the development of the western regions, comprehensive revitalization of the northeast, acceleration of growth in the central region, and advancing modernization in the eastern region? We welcome your suggestions regarding the Beijing-Tianjin-Hebei area, the Yangtze River Delta, the Guangdong-Hong Kong-Macau Greater Bay Area, the Yangtze River Economic Belt, ecological protection and high-quality development in the Yellow River Basin, and Xiong’an New Area.
How can we further advance the campaigns for blue skies, clear waters, and clean land? What insights do you have regarding the development of green and low-carbon industries, comprehensive solid waste management, and the national carbon market? We welcome your suggestions on optimizing the entrepreneurial environment to promote employment, improving rights protection for flexible and new employment forms, and more.
Are you or your friends and family experiencing difficulties in accessing healthcare, affordability of treatment, or distance to medical services? What suggestions do you have for improving urban and rural residents’ medical insurance? We welcome your input regarding centralized drug procurement, drug supply guarantees, traditional Chinese medicine, innovative drugs, tiered medical services, village doctors, community hospitals, and healthcare system reform.
What challenges do you or your acquaintances face in supporting elderly family members? What recommendations do you have regarding the silver economy, inclusive elderly care services, and addressing the shortcomings in rural elderly care? Please share your thoughts on costs associated with childbearing, parenting education, parental leave and subsidies, and establishing an inclusive childcare service system.
How can we increase the proportion of labor compensation in primary distribution? How can we better establish a coordinated and supportive system among primary distribution, redistribution, and the third distribution? We welcome your suggestions on improving the income distribution system and promoting income growth and financial relief for low- and middle-income groups.

If you work at the grassroots level, what practical measures do you need to promote economic development? We welcome your suggestions on relieving burdens for grassroots operations, deepening legally compliant administration, ensuring safety production, and coordinating policy implementation and expectations.
Have you visited a public library, museum, cinema, or theater recently? How can we better promote the development of the cultural and tourism industry? Have you experienced winter sports lately? What innovative ideas do you have for organizing sports events, strengthening youth sports, and building a strong sports nation?

This round of “I Provide Suggestions for the Government Work Report” public suggestion collection activity has established 17 topic categories including economic and financial aspects, expanding domestic demand, a modern industrial system, education and technology talent, business environment, external openness, urban-rural integration, regional strategies, green transformation, social security, employment, healthcare, population development support and services, income distribution, enhancing administrative efficiency, culture, and sports. Choosing the relevant category for your suggestions will make it easier for us to adopt them.
In 2025, “I Provide Suggestions for the Government Work Report” also released an English announcement titled “Share your views on 2025 China’s Government Work Report.” The topics cover various fields such as China’s business environment, economy and trade, finance, technological innovation and the internet, living and working in China, employment in China, education and study abroad in China, tourism in China, ecological and environmental protection, and cultural exchange.
