According to a news report from the WeChat official account “Changchun Release,” on December 16, Zhang Enhui, a member of the Jilin Provincial Standing Committee and the Secretary of the Changchun Municipal Party Committee, conducted research in the Changchun New Area and Kuancheng District. The report mentioned the 22°C Cultural and Creative Industry Park project, which aims to create a marine-themed complex that will revitalize the long-idle commercial resources in the Chuntie Building on Liao Ning Road. Zhang Enhui reviewed the project planning and design details, encouraging enterprises to strengthen their confidence and promote the integration of cultural tourism development, creating new consumption highlights.
Recently, leaders in various regions have carried out research on revitalizing idle assets.
Earlier, on December 10, Liu Huaihui, the Deputy Secretary of the Fushun County Party Committee and the County Mayor, visited Songjianghe Town to investigate the revitalization of stalled hotel and residential complex projects. He emphasized the importance of addressing historical issues proactively and continuously improving the quality of rural urbanization, contributing to optimizing the county’s economic structure and promoting high-quality development.
According to the WeChat account “Fushun News,” Liu Huaihui visited six halted hotel project sites, including the Canlin Oasis Hotel, Changbai Mountain Hot Spring Mansion, Dalian Xiangzhou Hotel, Jinghua Business Hotel, Changbai Four Seasons, and Xianhe Hotel. At each location, he engaged in in-depth discussions with project leaders, examined the layout against planning blueprints, and understood the reasons for halts, current challenges, and financial conditions. He stressed the need to prioritize the construction of pending hotel projects, offer proactive services, maintain close communication, clarify the system mechanisms, resolve historical issues, maintain standards and quality, and promote the early restart and completion of projects in compliance with laws and regulations.
On December 6, Lian Maojun, a standing committee member of the Tianjin Municipal Committee and the Secretary of the Binhai New Area Committee, visited the northern part of the New Area to investigate economic development and the revitalization of idle assets. Tianjin Beiyang Technology Co., Ltd. serves as a project introduced in the Hangu Street as part of a “swan swap” strategy, utilizing the idle factory area of Tianjin Automobile Water Pump Factory for advanced environmental protection equipment manufacturing. Lian Maojun toured the enterprises’ facilities, conversed with company leaders and employees, and learned about technology research and development, operations, and market conditions. He expressed hope that enterprises would take root in the New Area, seize policy opportunities, continue to expand production capacity, and enhance development quality and efficiency. He instructed relevant departments and the street committee to provide enthusiastic support and create a favorable environment for enterprise development.
The Zhaishang Street leveraged the idle site of the Zhongju New Energy Phase II project to construct the Rongxin Zhihui Industrial Park, providing full-chain services for enterprises. Currently, 19 companies have settled in the industrial park, revitalizing a total of 21,000 square meters of idle factories, warehouses, and office spaces. Lian Maojun visited the park to inquire about renovations, upgrades, and investment attraction efforts, encouraging park leaders to utilize their abundant resources and actively introduce more quality industrial projects to significantly contribute to regional high-quality development.
Additionally, on November 19, Zhao Xuhui, a standing committee member of the Ningxia Hui Autonomous Region Party Committee and the Secretary of the Yinchuan Municipal Committee, investigated the revitalization of idle buildings in the Yuehai Bay business district. He visited multiple sites including the Yellow River Art Museum, Huacheng Building, Zhengfeng Jincheng Plaza, Sinopec Building, and Yinchuan New World, examining the current conditions of idle buildings and land, understanding the reasons for idleness, and discussing further measures to revitalize these properties. Zhao indicated that effectively revitalizing idle assets is crucial for optimizing asset structure and expanding effective investment, advocating for tailored approaches to leverage unique advantages, investment positioning, and surroundings, using legal, administrative, and market strategies to drive the operation of idle buildings.
On November 25, Shi Jianping, the Deputy Secretary of the Xining Municipal Committee and the City Mayor, visited the northern and eastern districts of Xining City and the Dongchuan Industrial Park to supervise the revitalization of idle assets. According to the Xining Evening News, he visited the construction site of the Xining New Display Industry Park within the Dongchuan Industrial Park, communicating warmly with company leaders about the “swan swap” strategy for idle, low-efficiency business land. He stressed the importance of focusing on project objectives and timelines, enhancing resource allocation, and accelerating construction to ensure timely completion and operation. He urged attracting quality projects and enterprises through investment promotion and cooperative development.
How to revitalize idle projects? On December 13, Guizhou Province’s Tourism Industry Development Group released an announcement noting that, based on the Guizhou Provincial Tourism Industrialization Special Task Office’s directives regarding the fourth batch (the second batch for 2024) of tourist idle projects, the Baima Valley Scenic Area Upgrade and the Qingyan Xunfang Commercial Tourism Complex projects were confirmed to meet revitalization requirements.
The Qingyan Xunfang project, located at the northern city gate of Qingyan ancient town, was developed by Guizhou Bridge Group in 2014 and completed in 2019, covering an area of 146 acres with a total construction area of 125,300 square meters. Originally operated by Guizhou Bridge Group, the project was classified as idle due to difficulties in financing, insufficient synergy with the Qingyan ancient town scenic area, and the impact of the pandemic.
According to the work arrangements of provincial and municipal leaders, the Guizhou Travel Development Group, as the main entity responsible for asset revitalization, is focused on building a benchmark for the integration of cultural and tourism development and serving as a model for revitalizing cooperative projects. They have implemented measures such as “strengthening top-level strategic layout, precise investment attraction, market operations, highlighting features, and conducting activities to attract pedestrians” with strong support from the business, cultural tourism, health, and Guizhou Industry Group sectors. The group is undertaking comprehensive renovations of the Xunfang property, improving infrastructure in accordance with national 5A tourist attraction standards and establishing various systems and facilities to meet investment attraction operational conditions.
Since the trial operation on December 1, 2022, and the street opening on January 8, 2023, the Qingyan Xunfang has promoted multiple events, including waiving scenic area entrance fees, NPC interactive performances, night visits, and celebrations for the new street opening. In 2024, in order to better and faster implement project upgrades through revitalization of the Xunfang property, Qingyan Company has collaborated with Guizhou Qingyan Appreciation Stone Cultural Development Co., Ltd. to work on the “Qingyan Ancient Town Stone Appreciation Art Museum” project. Once completed, the museum will not only charge for entry but also host large stone exhibitions and various artistic training events leveraging the appreciation stone culture.
As of now, the Qingyan Xunfang project has attracted 35 market entities, including international brands such as Moutai, Yiwen, Guizhou Quality Goods, and Qianyi Treasure, resulting in 147 operating shops and achieving 86.1% occupancy of the 86,100 square meters available, with approximately 13.9% remaining for rent.
