Nanjing takes the lead in incorporating the construction of low-altitude flight service support system into local normative documents to promote its progress.
In the new race of low-altitude economy, the construction of low-altitude flight service support system has increasingly become a key factor to support its development and growth.
On December 3rd, Nanjing held a press conference, at which the city’s transportation bureau released and interpreted the “Nanjing Low-Altitude Flight Service Support Measures (Trial Implementation)”. To accelerate the construction of a convenient and efficient low-altitude flight service support system, and scientifically guide individuals and units engaged in low-altitude flight activities to conduct safe, orderly, and efficient low-altitude flight activities, the “Trial Measures” were issued on November 22nd, 2024 and will be implemented on January 1st, 2025 for a trial period of two years.

The news outlet The Paper (www.thepaper.cn) noted that the “Trial Measures” consist of 37 articles, divided into six chapters: General Principles, Construction of Service Support System, Flight Entity Management, Flight Activity Service Support, Safety Supervision, and Supplementary Provisions.
Among them, it highlights the relevant responsibilities of government, departments, and service organizations in the construction of the flight service support system, with a focus on clarifying the construction of the service support system including the establishment of a municipal low-altitude flight service platform, cultivation of low-altitude flight scenarios, assessment of low-altitude user needs, airspace planning, construction of physical infrastructure such as takeoff and landing points, construction of information infrastructure such as communication, navigation, and surveillance, as well as measures to establish a comprehensive application testing base. It emphasizes the various functions of the municipal low-altitude flight service platform.
The measures also stipulate 11 aspects including flight entity responsibility, operational conditions, aircraft requirements, controller and pilot qualifications, control and driving norms, insurance responsibility, user data security, and prohibited activities. It emphasizes that flight entity management is the foundation for ensuring safe flights. For specific flight activities, it clarifies five aspects of service support content including the service content of low-altitude flight service institutions, the function of low-altitude flight service guides, airspace and route application services, emergency flight activity services, and aviation meteorological services. It emphasizes the service support content that the municipal low-altitude flight service institution can provide for the city’s low-altitude flight activities.
At the Nanjing Low-Altitude Economic Development Promotion Conference held on November 1st this year, the Nanjing Low-Altitude Flight Service Center was officially launched. According to Zong Ren, director of the Nanjing Transportation Bureau, the “Trial Measures” further clarify and refine the center’s functions. As the first officially licensed non-profit service institution in the province, the center will serve as a component of the national air traffic control system, specifically responsible for assessing the efficiency of low-altitude airspace usage, proposing suggestions for dynamic optimization and adjustment of low-altitude airspace, assisting users in handling relevant applications for low-altitude flight activities, collecting and summarizing low-altitude flight missions and plans, and publishing airspace usage notices.
It is reported that Nanjing was the first in China to incorporate the construction of a comprehensive low-altitude flight service support system into local normative documents for implementation, and innovatively proposed 7 major safeguard measures. Zong Ren expressed that the “Trial Measures” focus on explaining the functions of the Nanjing Low-Altitude Flight Service Platform, which will have functions such as flight plan management, operational dynamic monitoring, aviation intelligence publication, data management, and meteorological services. Subsequently, the Nanjing Low-Altitude Flight Service Center will release a platform service guide to provide one-stop services such as flight activity plan application, flight activity reporting, identification services, in-flight monitoring, and warning prompts for units and individuals engaged in low-altitude flight activities in the city.
Currently, Nanjing has been approved for 42 airspace areas covering a total area of 1685.69 square kilometers. It has approved 118 routes with a total length of 1473 kilometers. The city also has 131 low-altitude takeoff and landing sites (including 5 manned aircraft takeoff and landing sites and 126 unmanned aircraft takeoff points). It has cultivated distinctive low-altitude scenarios such as test flights training, government inspection tours, maritime inspections, seafood delivery, cross-river logistics distribution, and tourism observation.
In addition to Nanjing, cities in the Yangtze River Delta such as Shanghai, Suzhou, Wuxi, and Hefei have accelerated the construction of low-altitude flight service support platforms. For instance, Hefei Low-Altitude Joint Flight Service Center was established on May 1st this year. This center is jointly established by International Advanced Technology Application Promotion Center (Hefei) and other units to mainly carry out low-altitude consulting services such as airspace coordination services and standard system exploration to build Hefei’s low-altitude service “window” and accelerate the construction of a unified low-altitude collaborative management platform that meets urban flight needs. On June 11th this year, Wuxi Low-Altitude Industrial Development Service Co., Ltd. signed a framework agreement for establishment of a low-altitude flight supervision service platform management platform in Wuxi city to promote all-dimensional management across the entire city’s low altitude airspace. And on August this year it has realized all dimensions management like “one window accepting & handling” through its first such platform in China. It has also witnessed an all-round leap in low altitude application scenarios from “individual” to “group” and then to “urban stereo”. The Suzhou Low Altitude Flight Service Center (preparatory) was also unveiled in August this year with plans to effectively perform functions such as low altitude airspace collaborative management and air traffic comprehensive services to provide important support for Suzhou’s low altitude airspace use and flight activities. On October 15th this year it issued its own “Trial Measures” to coordinate management across all its units & departments for that city’s many tasks. By relying on its public infrastructure like municipal level platforms for regulation of such flights & emergencies it offers various supporting services to operators & aircraft in this field by air travel only at present.
